ABOUT THE POSITION


This position is based in Antananarivo, Madagascar and is part of the Resilience team (Programme).

THE ROLE

To provide support to policy and programme activities that effectively meet food assistance needs. To coordinate the implementation of the support component for the local production of high nutritional value foods according to different production schemes selected.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.

  • Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

  • Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.

  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

  • Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.

  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.

  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.

  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

  • Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Support the establishment of a institutional framework to support the local production of high nutritional value foods in collaboration with all actors involved in the implementation of the nutrition policy in Madagascar

  • Provide support to the actors of the production chain of fortified food supplements based on an industrial model with the targeted companies

  • Support the implementation of a semi-industrial production model in the South, South-East and Hautes Terres

  • Support the establishment of a quality control system to ensure compliance with quality norms and standards i the processed food production chain

  • Support the implementation of an artisanal food production model with high nutritional value based on networks of women's groups and in connection with the agricultural production supported under the resilience program

  • Support the development and implementation of a social marketing strategy to improve the demand and consumption of high nutritional value foods

  • Document the process and develop a plan for consolidation and scaling up of the initiatives that will be put in place

  • Other as required

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in Nutrition/Health, Food science, Food technology, Food engineering, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least one (1) year of post-graduate professional experience for candidates holding an advanced post-secondary education (Master’s)

Language: Fluency (level C) in French and an intermediate knowledge of English (level B)

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has at least five (05) years of relevant work experience, preferably in food fortification, safety and quality

  • Has gained experience in implementing technical programs (i.e. nutrition, etc.).

  • Has implemented programmes and provided input into designing operations.

  • Has provided input into policy discussions and decisions.
