Financial Markets (FM) is the Bank’s gateway to the professional markets around the world. Our primary function is to service the needs of ING’s clients with products, services and guidance. FM aims to be a significant player in our market leader and challenger markets, with an additional presence in all the major international markets and specialist expertise in selected emerging markets and products.
The Transaction Reporting Enhancement Program (‘TREP’) is a strategic program within FM. Program goal is to redefine and optimise the way that ING reports transactions for multiple regulations. The program is live with EU- and UK-MiFIR reporting); the coming years the scope in terms of asset classes and regulations (EMIR, SFTR, MMSR, SMMD, G20) will be extended.

Your role
We are looking for a senior, strategic and delivery-focused Programme Director to lead the next phases of the TREP roadmap and shape a scalable, future-proof transaction reporting capability for Financial Markets.
As a Programme Director:
- You will hold end-to-end accountability for the strategic direction, governance and controlled execution of the programme, ensuring delivery of the agreed scope to high quality standards and within committed timelines.
- You will engage, influence and align senior stakeholders across trading, sales, Operations, IT, the FM Tribe and strategic vendor partners to secure decisions, remove obstacles and sustain executive-level sponsorship.
- You will combine deep Financial Markets expertise, regulatory judgement, product understanding and strong business leadership to translate strategic objectives into executable roadmaps and measurable outcomes.
Your key responsibilities
- Leads the TREP organisation of approximately 20 FTE, setting direction, priorities and ways of working to create a high-performing, outcome-driven delivery team.
- Chairs the TREP Steering Committee and provides senior-level reporting on progress, risks, issues, dependencies and decisions required to keep the programme on course.
- Reports hierarchically to the Head of Regulatory Reporting and acts as a senior leader within the regulatory reporting transformation agenda.
- Builds and maintains trusted executive relationships with key stakeholders, creating a shared understanding of strategic priorities, regulatory expectations, business challenges and opportunities to improve the reporting capability and product offering.
- Creates an environment of ownership, constructive challenge and open dialogue, enabling colleagues to develop expertise, collaborate effectively and take accountability for results.
- Operates with a high degree of autonomy, anticipating strategic implications, managing trade-offs and ensuring decisions are clearly framed, agreed and followed through.
- Monitors regulatory, market and competitive developments and translates relevant changes into programme priorities, roadmap adjustments and strategic recommendations.
- Ensures sustainable adoption of the target solutions by guiding stakeholders, coaching delivery teams and embedding clear ownership, controls and implementation discipline.

- Data mapping of MMSR products
- Data mapping of SMMD products
- Data mapping of Euribor products
From Q2 2027 onwards, EMIR, SFTR, G20 and CFTC will be picked up.

As TREP Programme Director you will also need:
- Completed a bachelor’s degree; a master’s degree or equivalent senior professional experience is preferred.
- 10+ years of senior experience in Financial Markets and/or Treasury, ideally in roles combining business leadership, regulatory change and technology-enabled transformation.
- Strong content expertise in Regulatory Transaction Reporting, with the ability to translate regulatory obligations into strategic delivery priorities and robust operating solutions.
- Proven senior people leadership, stakeholder management and influencing skills, including the ability to align executive stakeholders and lead multi-disciplinary teams through ambiguity.
- Experience in risk management, control frameworks and audit or regulatory remediation is a strong advantage.
- Experience leading Agile delivery at scale, including dependency management across business, operations, IT and vendor partners, is a plus.
