PATH has been working to support the advancement of health equity in Indonesia through technical partnerships since the 1980s. Our current portfolio in Indonesia includes work to support healthcare providers and communities in preventing and responding to communicable and non-communicable diseases, advance digital health innovation, and address global health security priorities. 

PATH seeks a District Coordinator—based in Maros District of South Sulawesi Province—to support implementation of Phase 2 of the Primary Health Care (PHC) Transformation in Indonesia project, which will include the expansion of project activities to Maros District. The project aims to strengthen cadre skills to implement ILP (integrasi layanan primer/ILP), offer life-course-based PHC screening and referral services, including expanding community-based health screening; promote the use of digital tools to facilitate PHC service delivery and puskesmas-community linkages; and create an enabling and continuous learning environment to enhance cadre and puskesmas skills and further strengthen community PHC delivery.  

The Maros District Coordinator will oversee and be responsible for timely and high-quality implementation of all project activities in Maros and will serve as the project focal point for district-level partners and stakeholders, including but not limited to the District Health Office (DHO) and Provincial Health Office (PHO). This position will report to the Project Coordinator. People from minority groups and individuals with disabilities and special needs are encouraged to apply. 

Responsibilities: 

  • Lead start-up of project activities in Maros District, under the direction of and in coordination with the Project Coordinator and relevant national-level project focal points, across technical program areas, monitoring, evaluation, and learning (MEL); finance and operations; and others.   

  • Drive development of the district quarterly project workplan and quarterly activity budget, in alignment with the overall project workplan and under the leadership of the Project Coordinator. 

  • Proactively oversee and coordinate the operationalization and monitoring of all district-level project activities, in alignment with the quarterly district workplan and in close coordination with the Project Coordinator, to ensure timely and high-quality implementation.  

  • Provide day-to-day oversight of all district project staff in Maros, including ensuring staff are equipped with information and support needed for timely and high-quality completion of assigned tasks and support developing and/or reviewing terms of reference, scopes of work, and other technical documents. 

  • Provides strategic oversight on activities planning, data utilization and coordination with national teams. 

  • Monitor performance of district-level sub-partners and consultants (as relevant) to ensure timely completion of activities and submission of required deliverables. 

  • Participate in district-level supportive supervision, mentoring, and monitoring visits to ensure puskesmas and household-level project activities are proceeding smoothly and with quality and to identify additional needs, challenges, or gaps to be addressed.  

  • Work with the District MEL Officer to ensure that all required data from district-level puskesmas, sub-partners, and other entities are captured and submitted in a timely manner via required reporting processes and forms.  

  • Maintain close engagement with the Provincial Health Office, DHO, and other related district-level government offices during project implementation. 

  • Facilitate district-level reviews and planning workshops/meetings with project partners. 

  • Participate in project-wide weekly update meetings and provide verbal progress updates against activities, milestones, and deliverables outlined in the project workplan. 

  • Lead or coordinate the preparation and submission of written weekly progress updates with the Project Coordinator and other project team members. 

  • Anticipate and communicate (in advance) any potential implementation challenges and delay to the Project Coordinator and management team and contribute to discussion on mitigation measures.    

  • Contribute to the development of overall project work plan and budget.   

  • Coordinate with project district-level staff to lead preparation of or contribute inputs to project technical documents, presentations, and reports (including to the donor).  

  • Represent the project by attending regular district/provincial-level PHC-related meetings and sharing notes on key outcomes/next steps with the Project Coordinator and management team. 

  • Actively participate in project results dissemination through meetings, conferences, webinars, roundtables, publications, as requested etc. 

  • Perform other tasks as required.  

  

Required Experiences and Skills: 

  • Bachelor’s degree with a minimum of five years of job-related experience in public health, health sciences, and medicine; at least two years of experience in a management role.  

  • Strong understanding of the PHC system (including community health system) in Indonesia; Experience supporting PHC or community health systems strengthening is a plus.  

  • General understanding of advocacy and budget planning processes of the Provincial Health Office, DHO, and other local government entities.  

  • Experience working across various stakeholders in Indonesia (government, local partners and civil society, heath care facilities and workers). 

  • Demonstrated leadership, project management, interpersonal, and verbal communication skills. 

  • Excellent organizational skills, with proven ability to successfully manage competing priorities and meet deadlines in a fast-paced environment.  

  • Capacity to work independently and collaboratively in a teamwork environment, with experience coordinating or managing a team.  

  • Excellent judgment, strategic thinking, and strong proactivity. 

  • Strong oral and written proficiencies in Bahasa Indonesia; English language fluency required. 

  • Excellent knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
