Position summary
Banyan Global, an international development consulting firm based in Washington, DC is recruiting a Team Lead (Level II or III) for the upcoming Business Policy and Regulatory Environment technical directive under an anticipated Millennium Challenge Corporation (MCC) social analysis task order. initially covers Fiji, Ecuador, and Bolivia. This position is contingent on award of the contract.
The opportunity
MCC is an independent U.S. Government agency that promotes economic growth in poor countries with a demonstrated commitment to good governance. Its Social Analysis practice uses social science to improve program design, broaden impact, and reduce social risk.
This technical directive supports MCC's work to strengthen partner countries' policy and regulatory environments for business, including registration, licensing, taxation, permitting, MSME and informal sector policy, foreign investment, and trade. The team will analyze the social and political economy dynamics that shape these reforms and identify barriers facing foreign investors, domestic firms, and emerging business owners. Work begins with programs in development in Fiji, Ecuador, and Bolivia, and MCC may add countries over the life of the contract.
The role
The Team Lead provides technical leadership, quality control, team management, and oversight of deliverables for the technical directive. Assignments require the integration of different skill sets, and the Team Lead is responsible for that integration and for delivering timely, high-quality services to MCC.
The Team Lead will direct a multidisciplinary team that may include specialists in political economy, business environment and regulatory reform, enterprise impacts, trade and investment, private sector development, and institutional and organizational change, supported by research analysts. The Team Lead works closely with the task order Program Manager, who oversees all technical directives under the contract.

- Manage the technical directive and coordinate all consulting inputs, ensuring high-quality delivery across multiple countries.
- Provide strategic leadership and technical advice across all workstreams.
- Act as the primary interface with MCC for the technical directive, ensuring contractual compliance, delivery quality, and timely execution of all outputs.
- Manage budgets and keep costs within budget, oversee workplans, and monitor performance.
- Lead and coordinate a multidisciplinary team of geographically dispersed consultants.
- Ensure integration across governance, social performance, and economic workstreams.
- Maintain effective communication, risk management, and adaptive planning in response to MCC's needs.
- Ensure the quality of deliverables in English, French, Spanish, and Portuguese, including managing consultants who may speak only intermediate English.
- Oversee the team's analytical work, which may include social and political economy analyses, stakeholder engagement, inputs to project design, due diligence reports, terms of reference, and reviews of documents produced by other MCC sectors and partner countries.
- Participate in field missions to partner countries as required.
Qualifications
Required qualifications
Candidates must meet the experience threshold for Level II or Level III:
- Level II: 10 to 14 years of experience in economic and social analysis, design, and/or implementation, and a bachelor's degree in a related field. Experience should include conducting social analysis and/or applying social analysis in project design or implementation in a relevant technical field.
- Level III: 15 or more years of experience conducting social analysis and/or applying social analysis to the design and/or implementation of programs in developing countries, in relevant sectors.
All candidates must also have:
- Experience in the technical fields covered by this directive (business policy, regulatory reform, and the business enabling environment), gained in low-income and lower-middle-income countries.
- At least 5 years of experience leading multidisciplinary teams and providing quality control of deliverables.
- Experience in program management and project implementation.
- Demonstrated experience managing complex consulting engagements and coordinating multidisciplinary teams of geographically dispersed consultants.
- Demonstrated leadership in managing budgets, overseeing workplans, and monitoring performance.
- The ability to ensure the quality of deliverables in English, French, Spanish, and Portuguese.
- Strong written and spoken English. Deliverables are submitted to MCC in English.
Preferred qualifications
- Prior experience working with MCC.
- Country or regional experience relevant to the current programs in Fiji, Ecuador, and Bolivia.
- Proficiency in Spanish, French, and/or Portuguese.
- Experience applying political economy analysis to regulatory and institutional reform.
- Experience addressing informal dynamics within government institutions, such as organizational culture, politics, and incentives, using organizational change management methods.
