About the Role: 

Dynanet is seeking an Enterprise Tools Administrator to serve as designated Key Personnel on an upcoming federal health agency program providing enterprise agile and collaboration tooling. 

This role owns the collaboration and agile toolset that the client's delivery organizations run on - Jira and its plugin ecosystem, Confluence, Jira Service Management, GitHub Enterprise, and supporting collaboration and messaging platforms - serving a large user population across many delivery teams and an extensive repository portfolio. 

The position also carries subject matter expert accountability for Okta as the single sign-on and multi-factor authentication solution across the Atlassian suite and other enterprise applications, including the content management and survey platforms. Identity is the keystone of this role: it is the one component that touches every other tool in the estate. 

Roles & Responsibilities: 

  • Administer, configure, integrate, monitor, and upgrade the enterprise project management toolset and supporting plugins, supporting issue management, task management, backlogs, agile management, and reporting. 
  • Serve as the subject matter expert for Okta, administering and maintaining single sign-on and multi-factor authentication across the Atlassian suite and other enterprise applications. 
  • Manage user provisioning and deprovisioning, role-based access governance, and least-privilege enforcement across all administered tools, maintaining a current and auditable access control posture. 
  • Administer GitHub Enterprise, including organization and repository governance, branch protection policy, and integration with the CI/CD platform. 
  • Adopt Infrastructure as Code practice for all tool infrastructure using Terraform or equivalent, with configuration held in version control so environments can be provisioned repeatably and automatically. 
  • Develop and maintain automated browser smoke and regression tests and automated API tests for all administered tools, executed through the enterprise CI/CD platform. 
  • Develop deployment strategies that achieve no-downtime upgrades and software version updates across the tool estate. 
  • Monitor license and TLS certificate expirations and automate certificate rotation using approved certificate authorities. 
  • Maintain a catalog of tool APIs with published documentation, authentication, authorization, and monitoring, working with other teams to open APIs for automation and integration. 
  • Develop and maintain the operations knowledgebase, including runbooks and standard operating procedures, and build institutional knowledge for each tool to support troubleshooting and debugging. 
  • Maintain a valid Authority to Operate for administered tools, following the client's technical life cycle process and supporting security audit activities. 
  • Perform security testing for managed tools, including vulnerability scanning, penetration testing coordination, and compliance validation, reporting results to the client and its security officers. 
  • Draft and deliver clear user communications regarding tool upgrades, credentialing changes, licensing requirements, and sunset activities, providing advance notice and required user action steps. 
  • Adopt robust monitoring and incident response practice for the tool estate and contribute to ongoing cloud cost optimization. 
  • Support the phased transition of tool administration responsibility from an incumbent contractor, including configuration assessment, knowledge transfer, and cutover. 

Required Professional Skills: 

  • Expert-level Atlassian administration experience, including Jira, Confluence, and Jira Service Management at enterprise scale, with plugin and marketplace app management. 
  • Hands-on experience administering an enterprise identity provider - Okta strongly preferred - including SAML and SSO federation, multi-factor authentication policy, and lifecycle provisioning. 
  • GitHub Enterprise administration experience, including organization governance, access model design, and repository policy enforcement. 
  • Demonstrated experience supporting a large, multi-team user base with formal access governance and auditable controls. 
  • Working expertise with Terraform or equivalent Infrastructure as Code for tool infrastructure and configuration management. 
  • Experience building automated test coverage for administered applications, including browser automation such as Selenium and API test automation. 
  • Experience planning and executing zero-downtime upgrades for business-critical collaboration platforms. 
  • Strong scripting ability and comfort working with REST APIs for integration and automation. 
  • Ability to write clear end-user communications and operational documentation for a non-technical audience. 

Preferred Professional Skills: 

  • Prior tool administration within a federal environment subject to Authority to Operate requirements. 
  • Experience administering enterprise messaging, digital whiteboard, or comparable collaboration platforms. 
  • Familiarity with API gateway platforms such as Kong for API publication, authentication, and monitoring. 
  • Experience with Packer, Ansible, or equivalent image and configuration management tooling. 
  • Experience supporting authentication integration for content management or survey platforms. 
  • Familiarity with federal technical life cycle processes and security control baselines. 
  • Relevant certification such as Atlassian Certified Professional, Okta Certified Administrator or Consultant, or HashiCorp Certified: Terraform Associate.

Education/Experience Requirements: 

  • Bachelor's degree in Computer Science, Information Systems, or related discipline. Additional directly relevant experience may be considered in lieu of a degree. 
  • Minimum of seven (7) years of enterprise tool administration experience, including at least four (4) years administering the Atlassian suite at scale. 
  • Minimum of two (2) years administering an enterprise single sign-on and multi-factor authentication solution.
