Pima County’s Department of Finance & Risk Management is seeking a skilled, motivated professional to join their Treasury & Capital Improvement Program (CIP) Division as an Analyst II. Pima County offers many great benefits including an alternative work schedule and telecommuting up to two days per week after successful completion of the probationary period. The successful candidate will assist in the creation, modification and close out of CIP projects, review reports for accuracy, assist with creating and analyzing data sets using Microsoft Excel formulas and pivot tables. They will also assist in the CIP budget process and assist with the oversight of Community Facilities Districts. The candidate will work with and provide support services to CIP staff in multiple departments within the County. This is an in-office position located in Tucson, AZ, and cannot be remote. The Finance & Risk Management Department is unable to provide visa sponsorship for this position.
Essential Functions:

- Assists with financial studies to analyze fiscal and operational matters and provides data to support recommendations for programs or service adjustments;
- Compiles, organizes, and analyzes financial and operational data for reports, including basic assumptions and findings to assist in decision-making;
- Supports revenue and expenditure forecasting by maintaining datasets and performing preliminary analyses under guidance;
- Monitors and reviews designated County contracts (expense and revenue) and reports findings to senior staff;
- Reviews and prepares Countywide and departmental budget requests, including operating budgets and Capital Improvement Program (CIP) documentation;
- Assists with evaluating departmental capital improvement requests and supports the review of CIP budget proposals;
- Updates Countywide and departmental budgets to reflect changes in funding levels and operations, with input from senior staff;
- Monitors operational and CIP budget performance, preparing preliminary recommendations for adjustments or improvements;
- Supports analysis of fiscal impacts of legislation under the direction of senior staff and incorporates findings into budget planning as needed;
- Participates in budgeting system maintenance, updates, and testing, including assisting with the preparation of budget documents.
Minimum Qualifications:
Bachelor’s degree from an accredited college or university in accounting, finance, economics, business or public administration, or a closely related field, as defined by the department head at the time of recruitment AND one year of professional experience in accounting, auditing, financial analysis, financial management, or budgeting.
(A Master’s degree or CPA designation may substitute for one year of required experience.)

OR:
One year with Pima County in an Accountant I – Central Services, Financial Analyst I – Central Services or related position as determined by the department head at the time of recruitment.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
- Bachelor’s degree or higher with a major in finance, accounting, or business administration.
- Minimum one (1) year professional-level experience in accounting, budgeting, auditing financial data, financial analysis, or financial management.
- Minimum one (1) year experience compiling, analyzing, and interpreting financial or budgetary data.
- Minimum one (1) year experience using Microsoft Excel (V-lookups, pivot tables) and/or other advanced tools with large amounts of data.
- Experience working with capital programs.
- Experience working within a governmental accounting environment.
Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications.
