This executive will establish and execute the company’s US growth strategy, overseeing the full business development lifecycle across all domains including air, ground, maritime, ISR, and emerging technologies.

The VP, USBD will drive alignment between Teledyne FLIR Defense strategy, product roadmaps, and customer requirements, ensuring Teledyne FLIR Defense is positioned to win large-scale, competitive pursuits. This role requires a proven leader with deep expertise in US government acquisition, strong customer relationships, and demonstrated success leading complex captures and high-performing Business Development (BD) organizations.

Primary Job Duties & Responsibilities:

  • Lead the US Business Development Organization, providing strategic direction, leadership, and operational oversight to a distributed team responsible for DoD and Federal civilian agency accounts.

  • Own enterprise BD strategy and pipeline execution, ensuring development and management of a balanced, multi-year opportunity pipeline aligned to company growth objectives and bookings targets.

  • Drive capture excellence for major pursuits (>$50M–$1B+), including shaping acquisitions, developing discriminating win strategies, and ensuring disciplined execution of capture and proposal processes.

  • Oversee full BD lifecycle performance, including opportunity identification, qualification, capture planning, proposal development, and transition to program execution.

  • Engage senior government stakeholders (SES, Flag/General Officers, political appointees, legislators) to shape requirements, influence acquisition strategies, and position Teledyne FLIR Defense capabilities.

  • Integrate market intelligence and competitive analysis into actionable strategies, including Price-to-Win, competitor positioning, and investment prioritization.

  • Align cross-functional teams (product management, engineering, operations, finance) to ensure integrated solutions, technical differentiation, and executable program baselines.

  • Lead strategic partnerships and teaming strategies, including with primes, non-traditional partners, and international collaborations where appropriate.

  • Drive internal governance and rigor across pipeline reviews, gate reviews, bid/no-bid decisions, and executive capture reviews.

  • Inform internal investment decisions, identifying capability gaps and prioritizing IRAD and product development to maintain competitive advantage.

  • Mentor and develop BD leadership talent, building a high-performing team capable of executing complex capture campaigns across multiple domains and customer sets.

  • Support executive leadership and corporate planning, providing regular updates on market trends, risks, pipeline health, and growth opportunities.

Job Qualifications:

  • Bachelor’s degree and 8+ years of progressively responsible BD, Capture, or Program leadership experience, including leadership of large, complex capture efforts (>$100M).

  • Demonstrated success leading BD organizations and delivering sustained growth across DoD and/or U.S. Federal Government markets.

  • Deep understanding of U.S. Government acquisition processes, funding mechanisms, and source selection methodologies, including FAR/DFARS.

  • Experience working with Government Relations and/or other lobbying organizations to shape Congressional budgets to support company objectives.

  • Proven ability to develop and execute winning strategies, including customer shaping, Price-to-Win, and competitive positioning.

  • Strong leadership capability to build, lead, and scale high-performing teams, including geographically distributed organizations.

  • Established network and credibility with senior government and industry stakeholders.

  • Experience managing complex pipelines and multiple simultaneous pursuits with disciplined execution and measurable outcomes.

  • Ability to operate at both strategic and operational levels, translating market insights into executable plans.

  • Excellent communication skills with demonstrated ability to influence executive leadership, customers, and partners.

  • This position requires the individual to be a U.S. Citizen.

  • Ability to obtain and maintain a U.S. security clearance (active clearance preferred).

  • Willingness to travel up to 40–60% in support of customer engagement and capture activities.

Preferred Qualifications:

  • Prior military or government service, particularly with acquisition, requirements, or operational leadership roles.

  • Prior experience in a senior BD or Capture leadership role within the defense industry.

  • Background in ISR systems, unmanned systems, sensors, or integrated mission systems aligned with Teledyne FLIR Defense portfolio.

  • Experience with joint, cross-domain programs spanning multiple services and agencies.

  • Demonstrated success in shaping and winning franchise or program-of-record opportunities.

  • Advanced degree in business, engineering, or related field.
