Position Overview: This position supports the PRDS – II MSB Substance Abuse Control Officer (SACO) Management Services as a Business Manager/Technical Writer. This is a non-personal services role providing administrative, logistical, and technical support management services to the II Marine Expeditionary Force Support Battalion's (II MSB) uniformed, appointed Substance Abuse Control Officer (SACO) in the execution of the Marine Corps Substance Abuse Program (SAP) in accordance with MCO 5300.17A. The Contractor shall assist the SACO but shall not assume the duties, responsibilities, or authority of the SACO, and is accountable solely to KSA Integration, not the Government.

Start Date: 1 September 2026
Position Responsibilities:
- Perform logistical preparation for drug testing activities, including printing specimen labels, reserving/preparing the testing facility, and organizing necessary consumable supplies.
- Compile programmatic data, metrics, and draft reports regarding the drug testing program for the uniformed SACO to review and present to the Commanding Officer.
- Assist Urinalysis Program Coordinators (UPCs) with the administrative utilization of drug testing software portals under the SACO's supervision.
- Maintain liaison with the drug testing lab to assist with logistical discrepancies associated with the urinalysis program.
- Coordinate with the installation Drug Demand Reduction Coordinator to facilitate the administrative aspects of the Medical Review Process.
- Maintain annual substance abuse training records and develop draft drug testing reports identifying trends and program effectiveness; maintain records and files.
- Track unit compliance metrics and training completion rates using approved databases, identifying statistical discrepancies or overdue training for the SACO's review.
- Maintain a digital library of current policies and regulations; draft proposed updates to local administrative instructions for the SACO's final approval and signature.
- Provide comprehensive administrative and data-entry support to the SACO in the daily operations of the unit's Substance Abuse and Drug Testing Programs.
- Maintain administrative checklists and Standard Operating Procedure (SOP) binders to assist the SACO and UPCs in executing collections according to regulations.
- Maintain inventory, maintenance records, and calibration logs for forensic alcohol breathalyzer equipment, ensuring devices are administratively prepared for use by authorized uniformed personnel.
- Perform administrative scheduling, roster generation, and facility deconfliction for substance abuse training and testing activities, as directed by the SACO.
- Prepare specimen shipping manifests and package boxes for the SACO or UPC's final physical inspection, chain-of-custody verification, and official signature prior to shipment to the Navy Drug Screening Laboratory (NDSL).
- Perform duties in accordance with DODI 1010.01, DODI 1010.16, SECNAV 5300.28E, and MCO 5300.17.
- Perform other routine administrative and clerical duties directly related to the Substance Abuse Program, as assigned by the SACO or Executive Officer, provided they do not constitute inherently military functions.
Requirements
Position Requirements:
- Knowledge of the operating procedures of the Marine Corps substance abuse prevention, treatment, urinalysis, and command-level programs (5 years of experience working in a DoD Substance Abuse Program may be considered equivalent).
- Knowledge and expertise to perform duties in accordance with DODI 1010.01, DODI 1010.16, SECNAV 5300.28E, and MCO 5300.17.
- Capable of speaking, writing, reading, and understanding the English language.
- Able to pass a background check and obtain installation access (DBIDS credential or temporary pass) at MCB Camp Lejeune.
- Willingness to sign a non-disclosure agreement prior to commencing work.
- Not currently a uniformed SACO, UPC, or official Urinalysis Observer, and not authorized to direct, order, or task uniformed military personnel (per PWS limitations of duties).
Preferred Skills/Experience:
- Substance Abuse Control Officer (SACO) Certification.
- Urinalysis Program Coordinator (UPC) Certification.
- Alcohol Screening Program Coordinator (ASP-C) Certification.
- In lieu of the certifications above, 5 years of experience working in a Department of Defense Substance Abuse Program may be considered equivalent by the Government; the Government may also provide certification training after contract award.
