The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires, including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Department of Public Works is seeking qualified candidates to fill emergency Senior Departmental Personnel Assistant vacancies related to this unprecedented natural disaster.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
During your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Senior Departmental Personnel Assistant.
An Senior Departmental Personnel Assistant is responsible for a combination of the following job functions, as it relates to Examinations, Recruitment and/or Personnel Operations:
Examinations and Recruitment:- Develop and manage eligibility lists according to CSRs and PPGs.
- Create, update, and close requisitions for hiring managers to canvass.
- Review and verify that hiring managers' candidate dispositions comply with County policy.
- Use NEOGOV List Management system to lock/unlock referral lists, restrict access, and manage hiring managers' NEOGOV account access.
- Conduct examinations administered by the department by reviewing examination contents, preparing job bulletins, reviewing and accepting or rejecting applications.
- Interprets policies, procedures, and guidelines for department management, unit staff, and the public for all Public Works civil service examinations.
- Handles all examination components, including NEOGOV system processes, bulletin language, certification and license requirements, and interpretation of minimum requirements on specifications.
Personnel Operations:
- Interprets salary provisions of the County Code to determine the salary rate applicable in a given set of circumstances, considering factors such as Y-rates, advanced step recruitment, superior-subordinate pay, shift differentials, bonuses, hazard pay, and furnishes necessary data to the payroll section.
- Prepares a variety of documents (e.g., reports, business correspondence, memoranda) often of a highly sensitive nature requiring the exercise of organizational acumen; uses appropriate software programs (e.g., word processing, desktop publishing, presentation) in order to effectively communicate information to various audiences (e.g., departmental personnel, members of the public, governing boards).
- Conducts orientation of new employees, as needed.
- Completes onboarding process for employees, including coordinating new hire processes and ensuring compliance with departmental and County requirements.
- Processes personnel transactions such as appointments, promotions, demotions, and terminations.
- Processes annual salary step increases for Management Appraisal and Performance Plan (MAPP) participants.
- Processes Ordinance Position Authority (OPA) requests to fill vacant positions.

Two years of experience in a highly specialized capacity* assisting in technical personnel work** in a Central Personnel Office***.

PHYSICAL CLASS:
Physical Class 2- Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
SPECIAL REQUIREMENT INFORMATION:
*Highly specialized capacity is defined as: requiring specialized knowledge of a particular function. Performance of assigned duties requires initiative and independent judgment within procedural and policy limits with only general directions provided by supervisor/manager.
**Technical personnel work includes: experience in areas such as policy development and application, examination and recruitment, classification and salary administration, employee relations, staff development, performance management, discipline and advocacy, benefits and retirement, Worker's Compensation and Return-to-Work programs, personnel operations and personnel records.
***Central Personnel Office is responsible in providing human resources or personnel functions to the entire organization or County department under the direction of a Human Resources Manager.
During your initial work period, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.
