Job Title: Site Engineer – OCS (Overhead Catenary System)
Location: Manila, Philippines
Standard working Hours: 8 hours/day, 6 days/week

Role Purpose - To supervise, execute, and ensure compliant installation of Overhead Catenary System (OCS) works for the NSCR Project in accordance with Employer’s Requirements, IFC drawings, international railway standards, DOTr/PNR requirements, and Philippine regulations, with strict adherence to safety and quality standards.
Duties and Responsibilities
A. Site Execution & Supervision
- Supervise and inspect OCS works including:
- Foundations and mast erection
- Portal frames and cantilever installation
- Contact & messenger wire stringing
- Registration, tensioning, and final adjustment
- Ensure all works comply with:
- Approved IFC drawings
- Project technical specifications
- Applicable EN / IEC standards used in NSCR
- Direct and monitor subcontractors, foremen, and site workforce.
B. Quality Assurance
- Implement approved Inspection & Test Plans (ITP) and QA/QC procedures.
- Verify installation tolerances for:
- Height, Stagger, Span length, Tension length
- Attend inspections with:
- Engineer / Consultant, Client representatives (DOTr / PNR)
- Rectify non‑conformities and close punch list items.
C. Safety, Health & Environment (SHE)
- Enforce compliance with:
- DOLE Occupational Safety and Health (OSH) Standards
- Project Safety Management Plan
- Electrical safety and railway operational rules
- Ensure implementation of:
- Permit‑to‑Work (PTW) system
- Lock‑Out/Tag‑Out (LOTO) procedures
- Job Hazard Analysis (JHA)
- Conduct toolbox meetings and promote safety awareness.
D. Planning & Reporting
- Prepare: Daily progress reports, Weekly and monthly accomplishment reports
- Monitor: Manpower allocation, Equipment usage, Material consumption,
- Support construction schedules and short‑term look‑ahead planning.
E. Interface & Coordination
- Coordinate with:
- Civil / Viaduct teams, Trackwork, Signaling, Power Supply & E&M
- Resolve OCS interface issues at stations, depots, and TPSS areas.
- Assist during integrated system testing and trial operations.
F. Testing & Commissioning Support
- Assist in: Height and stagger measurement, Electrical continuity testing, Section insulator and neutral section checks, Energization readiness, Maintain accurate testing and as‑built records.
Education & Skills Required:
- Bachelor’s Degree or Diploma in:
- Electrical Engineering
- Electrical & Electronics Engineering
- Power Engineering
- Registered Electrical Engineer (REE) – advantage but not mandatory
- Valid safety training certificates preferred.
- Minimum 5/10+ years experience in OCS / OHE installation.
- Experience with 1500 V DC OCS Systems is an advantage
- Minimum 5 years in:
- Heavy Rail
- Commuter Rail
- Metro Rail projects
- Experience in JICA-funded or international railway projects is an advantage.
- Willingness to be assigned at various NSCR project locations
