Job Summary

Under supervision, performs planning and land‑use activities. Provides support to citizens, advisory authorities, boards and commissions, departments, and elected officials. Assists with research, analysis, and coordination related to zoning, development, and community planning, and performs other related duties as assigned.

Job Description

ssential Job Functions

• Reviews development applications, zoning cases, site plans, and subdivision proposals for compliance with County regulations and long‑range plans.

• Prepares detailed staff reports, findings, recommendations, and presentations for planning boards, commissions, and elected bodies.

  • Administer the lot split and lot line adjustment processes for Tulsa County
  • Maintain the lot split and lot line adjustment files (hard copy and digitally) and database with current and historic activity.

• Conducts advanced research, data analysis, and mapping on planning, demographic, economic, and land‑use issues.

• Provides professional assistance to residents, developers, consultants, and partner agencies regarding planning processes, regulations, and requirements.

• Supports and may lead components of long‑range planning projects, including comprehensive plan updates, corridor studies, and strategic planning initiatives.

• Prepares maps, graphics, and analysis using GIS, planning tools, and related software.

• Conducts site visits and field inspections to verify conditions related to development proposals and land‑use compliance.

• Coordinates with internal departments and external agencies to resolve land‑use, permitting, and development issues.

• Assist with facilitating public meetings, workshops, and stakeholder engagement activities as needed.

• Assists in developing or updating ordinances, policies, and procedures related to planning and land use.
• Performs other related duties as assigned.

Required  Knowledge, Skills, and Abilities

Knowledge of principles and practices of urban, rural, regional, and environmental planning; zoning laws, land use regulations, subdivision standards, and permitting processes; and federal and state laws.

Skill in research, data analysis, map interpretation, and report writing; organizational skills and attention to detail;

Ability to read, interpret, and apply County codes, regulations, and policies; communicate effectively; work collaboratively with internal departments, officials, and community stakeholders.

Computer Skills

To perform this job successfully, an individual should have knowledge of Spreadsheet and Word Processing software.

Supervisory Responsibilities

This role has no supervisor responsibilities.

Education and/or Experience

Bachelor's Degree in Planning, Public administration, environmental science, or a related field and 3 years of experience Planning, Zoning, or a related field.

Language Skills

Ability to read, analyze financial reports and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present verbally and in writing information to top management, public groups, and/or boards of directors.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to apply these concepts within formulas in spreadsheet/reporting software.

Reasoning Ability

Ability to apply common sense understanding to carry out instructions furnished in written, oral, of diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Certificates, Licenses, Registrations

ACIP certification preferred
