Key Responsibilities:
Configuration & Delivery
- Design, configure, and develop enterprise software solutions to meet business requirements, including solutions on the Ivalua SaaS platform.
- Implement large workflows, multi-object data models, and platform extensions independently.
- Build prototypes and proof of concepts to validate business needs.
- Lead testing activities including defect triage and UAT.
- Review vendor-delivered configurations against agreed standards; provide structured feedback and track remediation to closure.
- Define acceptance criteria for vendor work (test evidence, security checks, performance, documentation, deployment readiness).
- Maintain a vendor quality log to inform updates to standards, templates, and contract deliverables.
Standards & Governance
- Lead configuration reviews; enforce naming conventions, reuse patterns, and integration standards.
- Document architectural decisions using Architecture Decision Records (ADRs), applying the comply-or-explain standard.
- Review configurations for security and compliance risks; flag deviations from applicable government information security standards or data classification requirements.
- Establish and maintain a minimum review checklist covering permissions, data models, workflow logic, integration touchpoints, auditability, and rollback.
Platform & Lifecycle Mastery
- Demonstrate a strong understanding of enterprise application architecture, development patterns, databases, and integration capabilities, and be able to quickly develop proficiency in Ivalua.
- Lead process mapping, workflow design, and business rule configuration across the procurement lifecycle.
- Design and maintain integrations with enterprise products (ERP, e-signature platforms), ETL processes, and system interfaces.
- Manage data migration and API setup safely, with pre-checks, reconciliation, and backout plans.
- Lead resolution of multi-module issues and production bottlenecks; proactively reduce platform risk and technical debt.
- Create and maintain solution documentation including user guides, technical specifications, test scripts, and support materials.
Ownership & Mentorship
- Take full ownership of broad, ambiguously-scoped projects and drive them to successful outcomes.
- Mentor junior team members through knowledge sharing, problem decomposition, and constructive feedback.
Strategy & Culture
- Translate team goals into actionable plans; contribute to project strategy and prioritisation.
- Coordinate cross-functional collaboration and facilitate alignment among stakeholders.
- Challenge existing processes constructively and drive continuous improvement at team and division level.
- Actively share learnings from successes and failures to enhance team performance.
What We Are Looking For:
General Requirements
- Bachelor's degree or Diploma in Computer Science or related discipline.
- Minimum 2 years of experience in procurement, ERP or other enterprise software solution delivery, with hands-on experience in development, low code configurations and SQL (e.g. Ivalua, Coupa, SAP Ariba, Mendix, ServiceNow etc.).
- Prior Ivalua experience or certification is advantageous but not required. Candidates must be willing and able to learn and become proficient in Ivalua.
- Strong understanding of business processes, enterprise application workflows, and integration points.
- Experience or knowledge in procurement processes such as RFx, Contract Management, Supplier Onboarding, Procurement, and Invoicing is advantageous but not mandatory.
- Experience delivering large-scale, high-availability solutions using Agile methodologies (e.g. SCRUM).
- Proven stakeholder engagement experience across requirements gathering, configuration, UAT, and go-live.
- Strong analytical, problem-solving, communication, and interpersonal skills, with the ability to investigate issues using SQL and technical system knowledge, and to learn new enterprise SaaS platforms quickly.
- Genuine passion for public service and working for the public good.
- Experience in the Singapore Government space preferred.
- Knowledge of Singapore Government technology frameworks and platforms advantageous.
- Familiarity with public sector data protection and information security requirements advantageous.
Functional Configurator — Additional Requirements
- Proficient in translating business requirements into functional specifications.
- Experienced in leading user training and stakeholder presentations.
- Able to articulate technical concepts clearly to non-technical audiences.
Technical Configurator — Additional Requirements
- Proficient in SQL, workflow design, database management, and ETL/EAI configuration.
- Experience integrating ERP and enterprise applications with internal or external platforms through APIs, ETL/EAI, or other system interfaces. Prior experience with Ivalua integrations is advantageous but not required.
- Strong technical troubleshooting and system performance tuning skills.
