Client/Agency: U.S. Coast Guard (USCG) / National Maritime Center (NMC) Job Title: Professional Qualification Evaluator (PQE Analyst)

Description: Chimera Enterprises is seeking a detail-oriented Professional Qualification Evaluator (PQE Analyst) to support the U.S. Coast Guard National Maritime Center (NMC) Mariner Credentialing Program. The successful candidate will play a critical role in the credentialing process by rigorously reviewing merchant mariner applications to ensure candidates meet all professional qualifications required for the endorsements sought.

Mission: To ensure the safety and competency of the maritime workforce by meticulously evaluating merchant mariner applications, verifying professional requirements, and recommending the issuance of Merchant Mariner Credentials (MMCs) in accordance with national and international regulations.

Clearance Level Required: Ability to obtain and maintain a favorable security screening/USCG Suitability (requires access to unclassified but Security Sensitive Information). 

JOB DESCRIPTION AND RESPONSIBILITIES:
  • Evaluate and process merchant mariner applications, verifying that all general application requirements have been received and recorded accurately. 
  • Assess applications to verify that all professional requirements for the specific merchant mariner endorsements sought have been met. 
  • Recommend the issuance of MMCs and MMC endorsements for mariners who are fully qualified. 
  • Determine when Additional Information (AI) is required from the applicant to complete the evaluation or when a medical evaluation by the Medical Evaluations Division is necessary. 
  • Maintain strict production metrics, completing 80-87 units of work per pay period. 
  • Maintain a high level of accuracy, ensuring the error rate does not exceed 9%. 
Knowledge, Skills, and Abilities:
  • Exceptional attention to detail and ability to analyze complex application packages against strict regulatory criteria.
  • Strong organizational and time-management skills to consistently meet required, high-volume production metrics (units of work per pay period).
  • Ability to accurately identify missing information and effectively document the need for Additional Information (AI) or secondary reviews.
  • Proficiency in reviewing professional credentials, training records, or similar documentation.
  • Strong data entry and administrative skills with a commitment to maintaining a low error rate.
Minimum Qualifications:
  • Experience: Proven experience in compliance, credentialing, application processing, auditing, or a highly regulated administrative environment requiring strict adherence to procedures and metrics.
  • Clearance: Ability to obtain and maintain a favorable security screening/USCG Suitability determination.
