Project Manager

A leading organisation is seeking a Project Manager on behalf of its client for an 8-month fixed-term contract, based at the client’s head office in Pretoria. The successful candidate will provide senior-level project and programme management for a major laboratory recapitalisation programme, overseeing multiple delivery streams, funding arrangements, governance processes and strategic partnerships.

Responsibilities:

The Project Manager will be responsible for:

• Establishing and maintaining programme governance structures, including Steering Committee processes, gate reviews, programme plans, risk registers and executive reporting.
• Leading the delivery of equipment finance and strategic procurement initiatives.
• Managing Build-Operate-Transfer projects from feasibility and business case development through to approvals, partner appointment and construction commencement.
• Driving Joint Venture and Special Purpose Vehicle development, including market validation, partner identification, negotiations and governance frameworks.
• Developing and maintaining financial models covering NPV, IRR, cost of capital, sensitivity analysis and revenue-sharing arrangements.
• Managing relationships with development finance institutions, National Treasury, commercial banking partners, OEMs and strategic stakeholders.
• Ensuring PFMA and supply chain management compliance throughout the programme lifecycle.
• Providing strong stakeholder management, commercial negotiation, risk management and knowledge transfer to ensure sustainable programme outcomes.

Requirements:

The ideal candidate will have:

• An MBA, MPhil or relevant postgraduate qualification in Project/Programme Management, Finance, Commerce or Public Administration, together with a relevant bachelor’s degree.
• PMP, PrCPM or an equivalent internationally recognised programme management qualification.
• PRINCE2 Practitioner, MSP or an equivalent programme management methodology certification.
• At least 10 years’ programme management experience, including experience managing a programme valued at R500 million or more and lasting at least 36 months.
• At least 2 years’ direct experience engaging with IDC, DBSA or equivalent DFIs, including term-sheet negotiations, due diligence, conditions precedent and drawdowns.
• Strong financial, commercial, governance and PFMA knowledge.
• Excellent communication, leadership, relationship-building, influencing, negotiation, problem-solving and change-management skills.
• The ability to operate confidently at executive and strategic stakeholder level.
