Job Summary
Raytheon Saudi Arabia (RSA) is seeking an Associate Director, Program Liaison to support the THAAD Programs in the Kingdom of Saudi Arabia. In this role, you will manage and execute collaboration activities and engagements between the Royal Saudi Air Defense Force (RSADF) leadership and Raytheon to ensure contract and subcontract requirements are delivered on time, within budget, and in compliance with quality standards. You will drive effective management of risk, end-user expectations based on contractual scope, and effectively communicate with the RSADF top leadership, up to the Chief of Staff level. The requires close partnership with the in-country THAAD Contractor Logistics Support (CLS) Team, RSA Leadership, and CONUS-based Program Leadership to ensure successful execution of obligations in the Kingdom of Saudi Arabia (KSA). This position reports to the RSA and THAAD Program Director for the current Foreign Military Sales (FMS) contract with the Missile Defense Agency, as well as future FMS and Direct Commercial Sale (DCS) initiatives.
What You Will Do:
- Develop and maintain a collaborative relationship with the RSADF end-user, providing regular program updates and coordinating expectations with Raytheon OCONUS and CONUS teams.
- Ensure full program scope, delivery, technical compliance, and milestone achievement is effectively communicated with RSADF top leadership.
- Provide single point-of-contact support to RSADF for the ongoing operations and sustainment of deployed THAAD Radars within the kingdom, in close coordination with the CONUS program leadership team.
- Partner and collaborate with the MDA FMS Case Management Team and Lockheed Martin in-kingdom leadership for THAAD personnel site access and RFI request efforts through the RSADF Projects Directorate.
- Collaborate with internal functions, such as Engineering, Contracts, Finance, Supply Chain, and Quality, to enhance program success.
- Serve as the primary interface for the Raytheon THAAD contract scope with key KSA stakeholders including RSADF, MoD, MoI, and Saudi industry partners.
- Conduct and/or support internal governance reviews including gate reviews, operations reviews, and program management reviews with KSA stakeholders for current FMS and future DCS contracts in support of program execution and localization efforts.
- Strengthen Raytheon’s brand reputation and customer loyalty within MoD and end users in Saudi Arabia through high-quality delivery and support.
- Travel as required across KSA, the U.S., and other international locations to ensure effective program oversight and execution.
Qualifications You Must Have:
- Typically requires A University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years’ experience
- Saudi Nationality is required for this position.
- Experience as a RSADF Senior Military Officer or civilian equivalent, interfacing with RSADF General Officer Staff and the MoD
- Familiarity with the United States Defense Contracting industry, specifically in Air & Missile Defense Systems and Military Industrialization capabilities
- Strong English and Arabic communication skills
- Proven track record managing large, complex defense programs and capture efforts
- Experience leading industrialization or localization programs with significant in-country value requirements
- Experience working directly with senior government stakeholders (MoD, defense forces, or equivalent authorities)
- Willingness to travel extensively within KSA and internationally (including U.S.) as required
