Overview
AtkinsRéalis is seeking an experienced Testing & Commissioning Engineer to manage and oversee testing, commissioning, integrated systems validation, and handover activities for major high-rise residential, commercial, hospitality, mixed-use, and large-scale building developments in Madinah, Saudi Arabia. The successful candidate will ensure that all building systems are tested, commissioned, and handed over in accordance with project specifications, international standards, operational requirements, and client expectations.
Your role
- Lead and manage testing and commissioning activities across all building systems from pre-commissioning through final handover.
- Review and approve testing and commissioning plans, procedures, method statements, and commissioning schedules.
- Review contractor commissioning submissions, test reports, and startup procedures.
- Ensure all testing and commissioning activities comply with project specifications, international standards, and authority requirements.
- Coordinate with contractors, vendors, consultants, and specialist suppliers during commissioning activities.
- Develop and monitor commissioning schedules and ensure alignment with project milestones.
- Witness Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), Integrated Systems Testing (IST), and Performance Testing.
- Identify commissioning risks and implement mitigation strategies to achieve project completion targets.
- Monitor contractor performance and verify readiness for commissioning activities.
- Review and verify testing results, balancing reports, and performance validation records.
- Conduct integrated systems testing to ensure proper interaction between building systems.
- Support functional performance testing and operational readiness assessments.
- Coordinate authority inspections and support approvals for occupancy and handover.
- Ensure deficiency tracking, punch-list management, and timely closure of commissioning issues.
- Monitor testing and commissioning progress and prepare weekly and monthly status reports.
- Participate in project progress meetings, technical workshops, and handover reviews.
- Review operation and maintenance manuals, asset registers, warranties, and training documentation.
- Coordinate facilities management handover requirements and operator training sessions.
- Ensure compliance with sustainability requirements and energy-performance verification.
- Support project closeout activities and final acceptance procedures.
About you
- Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or a related engineering discipline.
- Master's Degree in Engineering or Project Management is preferred.
- Professional registration with the Saudi Council of Engineers (SCE) is preferred.
- Certified Commissioning Professional (CCP), ACG, BCxP, or equivalent certification is highly desirable.
- PMP Certification is an advantage.
- LEED AP or sustainability-related certification is beneficial.
- 10 to 15 years of professional experience in Testing & Commissioning of building systems.
- Minimum 5 years of experience on major high-rise and large-scale building developments.
- Previous Saudi Arabia or GCC experience is highly preferred.
- Experience with commissioning activities from construction completion through final handover.
- Experience working with consultants, PMCs, developers, contractors, and facility management teams.
- Demonstrated involvement in integrated systems testing and operational readiness programs.
