Description
One Dynamic is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Fairfax, VA, delivering digital transformation, cloud infrastructure, quality assurance, and enterprise architecture to federal and healthcare clients.
We are seeking an experienced Intranet Quorum (IQ) Consultant to serve as the subject-matter expert guiding a federal civilian agency through an IQ environment migration and modernization effort. This is a 100% remote, hourly consulting engagement structured over a multi-year period as either part-time W-2 or 1099 independent consultant.
This is an advisory role. All hands-on system activity is executed by client personnel during Microsoft Teams screen-share sessions — you direct, validate, and verify the work rather than operating client systems directly. Your value is expert judgment: knowing what to test, what "correct" looks like after a migration, and how to tell a migration defect from a configuration or training issue.
What you'll do
- Lead assessment of the current IQ application configuration and dependencies; document migration requirements.
- Analyze application compatibility with the modernized environment; confirm target-release compatibility and vendor upgrade steps.
- Develop the IQ smoke-test checklist, functional test scripts, and role-based user-acceptance test (UAT) scripts; facilitate user testing with stakeholders and system owners.
- Triage test findings, distinguish migration defects from configuration or training issues, and document and support remediation.
- Validate migrated data and integrations — mail, Outlook, single sign-on, web forms, and downstream interfaces — after both test and production migrations.
- Support production cutover, post-migration validation, and hyper-care.
- Update IQ system documentation; deliver administrator and end-user training and knowledge transfer.
- Advise on IQ configuration, access-control, and records-retention implications of the upgraded environment.
- Liaise with the IQ software vendor (Leidos) on compatibility, release planning, and support tickets.
Schedule
Work is performed during the client's core business hours, 06:00–18:00 Eastern, Monday through Friday, on the Federal holiday schedule. Occasional evening or weekend availability is required for pre-scheduled production cutover events. Hours are front-loaded during assessment and concentrate during functional testing, UAT support, and knowledge transfer.
Required
- Minimum five (5) years of specialized experience with the Intranet Quorum (IQ) application — administration, implementation, configuration, or consulting — providing expert consultative support and solutions to complex problems.
- Experience supporting at least one IQ environment migration or version upgrade through test and production, including functional and user-acceptance testing and post-migration validation.
- Expert knowledge of IQ modules and administration: contacts/people, mail, workflow, documents and templates, calendar, and administration; roles and record-level security; mail processing; Outlook integration; web forms and web services; reporting; scheduled jobs and retention/purge routines.
- Experience developing functional and UAT test scripts and facilitating user testing with system owners and stakeholders.
- Experience validating application data post-migration — record counts, attachments, workflow states, audit history — and validating interfaces.
- Experience delivering administrator and end-user training, user documentation, and knowledge transfer.
- Experience liaising with the IQ software vendor (Leidos) on compatibility, release planning, and support tickets.
- Bachelor's degree in Computer Science, Information Systems, Business Administration, Public Administration, or a closely related field.
Citizenship & Suitability
- U.S. citizenship is required. Proof of citizenship is verified prior to assignment.
- Must meet the Federal residency requirement: for three of the five years immediately preceding assignment, resided in the United States, worked for the United States overseas in a Federal or military capacity, or was a dependent of a Federal or military employee serving overseas.
- Must successfully complete a Federal contractor personnel-security background investigation (public-trust suitability) before accessing client information or systems.
- Must complete client-required security awareness and insider-threat training and sign the client's Rules of Behavior prior to access and annually thereafter.
Preferred
- Vendor IQ administrator or consultant training (IQ4 and IQ5); experience with IQ4-to-IQ5 transitions.
- Experience with IQ hosted in AWS or another agency-managed cloud environment; familiarity with the IIS and Oracle underpinnings and SQL for data validation.
- Federal civilian agency experience; familiarity with ATO and security documentation and records-retention requirements.
- Case-management-style IQ implementations with strict access-control and retention requirements.
- IQ modernization initiatives — AI-assisted document classification and search, analytics, or data modernization.
- ITIL 4 Foundation; business-analysis credential (CBAP or equivalent)
