Budget/Financial Analyst, Financial Management Specialist

Job Summary:
The Budget/Financial Analyst / Financial Management Specialist provides financial management support to DoD acquisition and program management offices. This role is responsible for developing and monitoring spend plans, supporting Program Objective Memorandum (POM) submissions, maintaining auditable financial records, and providing analytical support across the program lifecycle. The analyst works closely with program managers, contracting officers, and customers to ensure accurate financial execution and reporting in accordance with DoD and federal fiscal policies.

Key Responsibilities:

• Assist with development of spend plans, budget exhibits, financial action requests, and below threshold realignments
• Assist with POM development, ensuring accuracy and alignment with program requirements
• Create and maintain financial tracking documents with accurate and timely updates
• Support updates to Capital Asset Cost Forms (CACFs) for capital asset military equipment
• Coordinate with stakeholders to accurately document contract and reimbursable funding, equipment exchanges and transfers, capital improvements, delivered assets, and other required financial data
• Maintain auditable financial records and assist with audit responses
• Monitor and report on financial execution performance against benchmarks
• Liaise with customers to capture and address financial requirements
• Demonstrate proficiency in standard financial software and reporting tools
• Organize and prioritize tasks to ensure timely delivery of financial products

Minimum Requirements:

• Education: Bachelor’s degree in accounting, business administration, or related discipline
• Experience: 5-10 years of related finance or business analysis experience
• Security Clearance: Eligible for secret clearance

Preferred Qualifications:

• Security Clearance: Active secret clearance or above
• Experience supporting DoD/DoW acquisition programs (ACAT I–III)
• Familiarity with PPBE process and congressional budget justification materials
• Proficiency in financial management and accounting systems (e.g., PBIS, WAWF, MOCAS, SAP)
• Certifications: WARU Financial Management 'Practitioner' certification or equivalency

Salary Range:
$70,000 to $105,000 depending on experience.
