GENERAL PURPOSE
Oversees and coordinates assigned program activities within the Atascadero Police Department such as those associated with the Peace Officer Standards and Training (POST) Continuing Professional Training program and the Police Department Training Policy/Plan, and other training programs as assigned. Conducts research, schedules training, prepares training materials, and, at the discretion of the Department, delivers training in a classroom or field setting. Implements program goals and objectives, and performs a variety of administrative, professional, and technical tasks in support of assigned area of responsibility; and performs related duties as assigned.
SUPERVISION RECEIVED
Works under the direct supervision of the Administrative Commander and/or under general supervision of the Chief of Police.

On a part-time basis and under the direct supervision of the Administrative Commander, the following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices:
- Plans, oversees, coordinates, and implements the Police Department training program for all sworn and non-sworn staff.
- Assists Police Department staff with individual training plans and makes recommendations for training; ensures that staff complies with Peace Officer Standards and Training (P.O.S.T.) Continued Professional Training requirements and/or specialized training; assists in identifying and resolving problems related to training issues.
- Maintains detailed calendar of department training events, activities, and hosting events; arranges appointments, schedules, conferences, travel arrangements, and itineraries.
- Assumes responsibility for the oversight and administration of the Police Department's annual training budget; forecasts, tracks, and controls expenditures related to the training program.
- Tracks employee-training hours and expenses; updates and maintains specialized database systems.
- Notifies P.O.S.T. of all newly hired and terminated police officers and dispatchers, as well as any change-of status events.
- Tracks employee career development program and college units for sworn staff; advises employees of eligibility and compensation amounts.
- Establishes and maintains a vast network of training and employee development resources including fostering close working relationships with community colleges.
- Coordinates special projects, assignments, and activities as assigned.
- Performs a wide variety of specialized technical and advanced administrative work, including ordering and maintaining supplies, verifying accuracy of information, researching discrepancies, and recording information.
- Prepares and maintains accurate and complete records of the work performed; prepares clear and concise reports to monitor the success of training programs; creates related written materials.
- Plans, organizes, assigns and reviews the work of assigned non-sworn staff and volunteers.
- Attends departmental, City, and external meetings as necessary to attain and convey information regarding the area of assignment including monthly training and grant meetings.
- Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval; ensures compliance with applicable Federal, State, and local laws, rules, regulations, and ordinances.
- Coordinates and handles training logistics and activities including venues and equipment.
- Sources and maintains relationships with external training vendors and suppliers.
- Coordinates off-site training activities for department staff.
- Develops training visual aids, manuals, handbooks and reference resources.
Completion of the twelfth grade of High School or equivalent. Possession of a valid State of California driver’s license.
Knowledge of:
Principles and practices of organizational development, learning and instruction in an employment setting. Adult educational and training theories and methodologies. Methods and techniques for conducting course evaluations and needs assessments. Methods and techniques for lesson plan development and designing training programs and delivery systems. Curriculum design, documentation, presentation, and evaluation. Principles and techniques of presentation and group facilitation. Modern office procedures, methods, and equipment including computers and applicable software applications. The operation of instruction equipment including, but not limited to, film, digital and video cameras, projection equipment, and audio/video tape & compact disc recorders. Principles and procedures of record keeping. Principles of fiscal, statistical, and administrative research, evaluation, and report preparation. Principles and practices of business communication, including business letter writing and report preparation, oral speaking and presentation.
Abilities and Skills:
Coordinate, direct, and implement a comprehensive training program suited to meet the needs of the community and Police Department. Recommend and implement goals, objectives, and practices for providing an effective and efficient training program. Learn the certification and licensure requirements for sworn and non-sworn staff. Interpret, apply, and explain applicable Federal, State, and local policies, procedures, laws and regulations. Train, plan, organize, schedule, assign, review, and evaluate the work of assigned staff. Prepare written reports and correspondence. Make sound, independent decisions within established policy and procedural guidelines. Effectively handle multiple priorities, organize workload and meet strict deadlines. Operate modern office equipment, including computer equipment and specialized software applications programs. Communicate effectively, both orally and in writing. Use tact, initiative, prudence, and independent judgment within general policy and legal guidelines in politically sensitive situations. Establish and maintain a cooperative working relationship with those contacted in the course of work, including the general public. Work in a team-based environment and achieve common goals. Walk or stand for extended periods. Bend, stoop, reach, carry, crawl, climb and lift up to 25 pounds as necessary to perform assigned duties.
Tools Used:
Vehicles of varying types, radios, first aid equipment, personal computer and related software, audio visual equipment, other standard office equipment, flashlights, telephones, small tools, and other tools/equipment as necessary.
DESIRED MINIMUM QUALIFICATIONS
Any combinations of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance. A typical way to obtain the knowledge and abilities would be:
Education/Training:
Minimum High School graduate or equivalent, supplemented by specialized training and/or college level coursework in criminal justice, human resources management, business administration, organization development, or other related field.
Experience:
Two years of progressively responsible administrative experience involving training functions.
Completion of Post Training Coordinator’s Course.
License or Certificate:
Possession of, or the ability to obtain, a valid California Driver’s License.
Special Requirements:
Essential duties require the following physical skills and work environment:
- Physical Skills: Primary functions require sufficient physical ability and mobility to work in an office environment; to stand, stoop, reach, bend, kneel, squat; to lift and/or carry light weights; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate clearly in English in order to exchange information.
- Work Environment: Indoor environment; generally works alone; travels from site to site; may be exposed to noise and dust.
- Pursuant to California Labor Code Section 3211.9, service is essential in times of extreme emergency or disaster. For this reason, State law designates public employees as “Disaster Service Workers”. Therefore, even when off-duty, any City of Atascadero staff member may be required to return to duty in case of emergency or disaster.
- Must have the ability to travel to different sites and locations safely; maintain a safe driving record; have availability for shift work, on-call and stand-by.
- Vision: See in the normal visual range with or without correction.
- Hearing: Hear in the normal audio range with or without correction.
