Job Description:

Join General Dynamics IT and be a part of the team of men and women that solve some of the world's most complex technical challenges. We are seeking a COMSEC Engineer to join the F-35 program in Arlington, Virginia. 

The F-35 Joint Program Office (JPO) leads life-cycle management of the F-35 Lightning II, the fifth-generation joint strike fighter serving the U.S. Air Force, U.S. Navy, U.S. Marine Corps, Cooperative Program Partners (CPP), and Foreign Military Sales (FMS) customers across multiple classification levels.

Support includes Controlled Unclassified Information (CUI), Special Access Programs (SAP), North Atlantic Treaty Organization (NATO), and Sensitive Compartmented Information (SCI). The F-35 JPO Security Directorate provides full-spectrum, multi-disciplined security support to protect F-35 technology and information across the enterprise and throughout the acquisition and sustainment lifecycle, spanning Continental United States (CONUS) and overseas operations globally. 

The role of the COMSEC Engineer (Senior) is to provide senior-level COMSEC engineering and material account management support for F-35 JPO facilities and classified communication systems, operating under the direction of the COMSEC Engineer Functional Lead in accordance with National Security Agency (NSA) and Department of Defense (DoD) COMSEC program requirements: 

  • Perform COMSEC material accounting, inventory, and safeguarding functions in accordance with NSA COMSEC Material Control System (CMCS) and DoD COMSEC account management requirements 
  • Support COMSEC account management operations, including key management, issuance, destruction, and emergency destruction planning for NSA-approved cryptographic equipment and keying material 
  • Conduct COMSEC equipment inspections, maintenance coordination, and operational status reporting across assigned F-35 JPO facilities 
  • Provide SME-level technical guidance on NSA-approved cryptographic systems and associated operational security procedures 
  • Manage Controlled Cryptographic Item (CCI) documentation, inventory records, and reporting requirements in accordance with applicable NSA and DoD policy 
  • Assist with COMSEC-related facility accreditation activities and TEMPEST coordination as required 
  • Maintain all COMSEC Standard Operating Procedures (SOPs), destruction certificates, and account documentation current and accurate in accordance with task order requirements 

Required Qualifications: 

  • Master's Degree in Engineering, Information Technology, or a related discipline, OR Bachelor's Degree plus four (4) years of additional COMSEC or communications security engineering experience 
  • A minimum of ten (10) years of experience performing COMSEC account management and COMSEC engineering functions in support of DoD or intelligence community programs 
  • Demonstrated knowledge of NSA COMSEC Material Control System (CMCS) and applicable Committee on National Security Systems Instruction (CNSSI) policies governing COMSEC account management 
  • Experience managing Controlled Cryptographic Items (CCIs) and NSA-approved key management infrastructure 
  • COMSEC Custodian or Alternate COMSEC Custodian qualification required within six (6) months of hire 
  • Top Secret/SAR/SCI clearance required

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
