Summary

Ho-Chunk Inc. Management Services (HCIMS) is seeking a full-time Subject Matter Expert- Policy and Strategic  Planning.  The SME (Operations Planning) provides expert advice and recommendations for programs, contracts, and/or topics relevant to Policy and Strategic Planning.  The position is based in Blackstone,  VA.

 

Essential Functions 

  • Serve as the principal advisor to senior leadership on security training policy, strategy, program management, and operational effectiveness.
  • Provide expert recommendations to align security training programs, initiatives, and resources with organizational priorities, mission objectives, and evolving global security requirements.
  • Lead the planning, analysis, development, implementation, and continuous improvement of security training programs, policies, and procedures.
  • Conduct comprehensive qualitative and quantitative analyses to assess program performance, identify trends, evaluate effectiveness, and recommend data-driven improvements.
  • Develop strategic plans, performance measures, and evaluation frameworks to monitor program outcomes and support executive decision-making.
  • Assess short- and long-range program requirements, identify operational gaps and emerging needs, and recommend innovative solutions.
  • Direct and coordinate implementation of new initiatives, policy enhancements, workforce optimization strategies, and process improvements.
  • Prepare and deliver executive briefings, analytical reports, policy papers, and recommendations for senior leaders and stakeholders.
  • Review and evaluate proposed legislation, regulations, and policy changes to determine program impacts and ensure compliance.
  • Establish and maintain collaborative relationships with Department, interagency, military, and external partners.
  • Represent the organization on committees, working groups, and interagency forums as a subject matter expert.
  • Coordinate responses to audits, inspections, evaluations, and information requests.
  • Provide leadership, mentoring, and strategic guidance to staff on program planning and continuous improvement.
  • Evaluate training methodologies, instructor development programs, and instructional effectiveness.
  • Perform other related duties and special projects as assigned

Supervisory Responsibility 

None required for this position. 

Work Environment 

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. 

 

Physical Demands 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

  • Must be able to remain in a stationary position 75% of the time. 
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc. 
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. 
  • Expresses or exchanges ideas by means of the spoken word.  Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly. 
  • Frequently moves standard office equipment up to 25 pounds. 
  • Must be able to work indoor conditions 90% of the time. 

 While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. 

 

Position Type/Expected Hours of Work 

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours maybe required as needed. 

 

Travel 

Travel as necessary to other U.S. and foreign training sites, though it is not expected that such travel will exceed 25% of total work time. 

 

Experience 

  • At least ten (10) years of progressively advancing career experience.
  • Ten (10) years of experience in area of expertise.
  • Instructor experience preferred.

Education  

Bachelor of Arts or Science (BA/BS) degree; Master of Arts or Science (MA/MS) degree preferred in an associated discipline or equivalent experience.

 

Additional Eligibility Qualifications 

  • Solid interpersonal skills and attention to detail.
  • Excellent writing and communications skills.
  • Ability to advise on organizational performance, strategic planning, and interact with high-level government officials.

Security Clearance 

Must be a U.S. citizen and possess or be able to obtain/maintain an interim SECRET clearance, a TOP SECRET clearance may be required.

Compensation and Benefits

The expected compensation range for this position is $120,000 to $135,000 per year negotiable depending upon education and experience.
