BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Pacific is one of the world’s most disaster-prone regions, facing increasingly severe climate-driven emergencies such as cyclones, floods, droughts, drought-related food insecurity, earthquakes, tsunamis, and volcanic eruptions. Small and geographically dispersed island countries and territories face unique operational challenges, including limited transport connectivity, high freight costs, fragile logistics networks, constrained storage infrastructure, and heavy dependence on maritime and air access for emergency response.

The World Food Programme (WFP) supports Pacific governments and regional organizations to strengthen national and regional emergency preparedness and response (EPR) systems, including logistics and supply chain preparedness, emergency telecommunications, anticipatory action, and information management. WFP leads the Pacific Logistics Cluster and works closely with National Disaster Management Offices (NDMOs), the Pacific Community (SPC), UN agencies, NGOs, IFRC, and other humanitarian actors to strengthen government-led logistics preparedness and improve the speed and reliability of disaster response across the region.

To support WFP’s work on Supply Chain Country Capacity Strengthening, the Pacific multi-country office is recruiting the position of Supply Chain Officer – Country Capacity Strengthening to be based in Suva, Fiji, with travel across the Pacific region.

The Supply Chain Officer – Country Capacity Strengthening will operate under the supervision of the Head of Supply Chain and work across units to support the implementation of the Country Capacity Strengthening deliverables and technically contributing to and supporting specific projects including the Pacific Humanitarian Warehousing Programme.

ACCOUNTABILITIES / RESPONSIBILITIES

• Assist in the implementation of supply chain plans, procedures, and activities in alignment with WFP global and regional supply chain strategies, ensuring efficient and reliable operations while contributing to national capacity strengthening efforts.
•  Support the collection and analysis of data related to country and regional supply chain operations, contributing to assessments of end-to-end supply chain activities and helping identify operational challenges and improvement opportunities.
•  Prepare basic analyses, summaries, and reports to support the identification of supply chain optimization opportunities under the guidance of senior staff.
•  Assist in monitoring budgets and expenditures; compile financial data and support the preparation of budget reviews, highlighting variances and supporting efficient resource utilization.
•  Maintain effective working relationships with internal teams across supply chain functions to support coordination and alignment of operational activities.
•  Support engagement with external partners, including government entities, UN agencies, NGOs, and private sector actors, by facilitating information sharing and coordination at the operational level.
•  Contribute to market assessments and supply chain mapping exercises by gathering data and supporting analysis to inform operational planning.
•  Compile and prepare routine reports, dashboards, and visual materials on supply chain activities to support informed decision-making and consistent information sharing.
•  Provide day-to-day support to team activities, including administrative and operational tasks, and assist colleagues in resolving routine issues.
•  Support preparedness activities and emergency response operations, including logistics and coordination support during deployment of food and resources.
•  Perform other duties as required.

OTHER SPECIFIC JOB REQUIREMENTS

•  Support engagement with national stakeholders (including NDMOs, government agencies, and civil society organizations) to identify opportunities for supply chain and logistics capacity strengthening.
•  Assist in the implementation of logistics capacity strengthening initiatives, including joint programmes supporting humanitarian warehousing and emergency preparedness and response (EPR) in the Pacific, through training, mentoring, and internship activities.
•  Support the establishment and maintenance of a Community of Practice for humanitarian logisticians and warehouse managers across the Pacific.
•  Ensure the integration of cross-cutting priorities, including gender equality, disability and social inclusion (GEDSI), localization, and environmental sustainability (greening), into capacity strengthening activities.
•  Provide support in the development and updating of educational and training materials, including contributions to the professional certificate in Humanitarian Logistics and Supply Chain and related training packages.
•  Promote inclusive and sustainable practices in humanitarian logistics and supply chain through support to training delivery and related initiatives.

Education: An advanced university degree in Logistics, Supply Chain Management, Disaster Management, Humanitarian Affairs, Business Administration, Public Administration, or a First University degree with additional years of relevant work experience.

Experience: At least one (1) year of postgraduate professional experience in project management, humanitarian development, or emergency response, preferably in logistics or emergency management.

Languages:  

Fluency (oral and written) in English is required.
Working knowledge of another UN language would be an asset.
