The Opportunity


USAA is transforming how Property & Casualty leverages, governs, and manages data across the enterprise. As part of a broader evolution of the P&C Data & Analytics operating model, the AVP, Data Trust & Enablement will build and lead a best-in-class data governance, data quality, and data risk management function that enables trusted, compliant, and actionable data across the business.


Reporting directly to the VP of USAA's P&C Transformation & Ventures Office (TVO), this executive will help shape the future of data management within one of the nation's leading personal lines insurers. Supporting a business that manages approximately $40 billion in annual Property & Casualty premium volume, this leader will ensure the data underpinning pricing, underwriting, claims, reserving, financial reporting, product management, and member experience is trusted, well-governed, and fit for decision-making at scale.


The role has been created to establish clear ownership and accountability for data trust across P&C. As the single accountable executive for data governance, data quality, and data risk, this leader will help address longstanding challenges while building sustainable capabilities that strengthen how USAA manages, monitors, controls, and leverages one of its most strategic assets: data.


This is a highly visible leadership opportunity with enterprise-wide impact. The successful candidate will partner closely with leaders across Product, Pricing, Underwriting, Claims, Sales & Marketing, Service, Risk, Compliance, Finance, and Technology to strengthen data accountability, improve data quality, enhance audit readiness, and build confidence in the information used to drive critical business decisions.


Importantly, this is not a traditional governance role focused on policy creation. USAA is seeking a proven practitioner who has successfully operationalized governance and quality programs within a complex insurance environment, driven large-scale remediation efforts, and improved trust in critical business data. Success will require the ability to identify root causes, establish sustainable corrective actions, and embed governance, controls, and stewardship into day-to-day business operations.


The AVP, Data Trust & Enablement occupies a unique position within USAA's future-state operating model. The organization brings together Business Analytics & Data Enablement, Applied AI & Innovation, Strategic Ventures & Ecosystems, and Enterprise Portfolio Strategy capabilities that are collectively transforming how USAA serves members and operates its Property & Casualty business. As analytics, AI-enabled solutions, predictive models, telematics capabilities, connected-risk products, and new data-driven experiences continue to scale, this leader will provide the trust, governance, and control foundation that enables those capabilities to operate effectively and responsibly.


Success in this role requires more than governance expertise. The ideal candidate must understand how insurance data is created, transformed, consumed, and relied upon throughout the P&C value chain, and how data quality issues ultimately impact pricing, underwriting, claims, reserving, financial reporting, regulatory compliance, and member outcomes.

At USAA, AVPs in Business and Data Analytics oversee the identification and development of business analytics programs in line with overall company goals and principles. Executives in these roles are responsible for strategies that deliver compliant data and information solutions that lead to improvement and optimization in business performance and risk minimization. These executives also work in collaboration with other business leaders to drive decisions based on data, facts and analytical findings across different parts of the organization.


Location

  • While this position is eligible for remote work in the continental U.S. with occasional business travel, USAA employees who reside within a 60-mile radius of a USAA office will be expected to work on-site in the office 4 days per week. USAA offices in the continental U.S. include San Antonio (TX), Plano (TX), Phoenix (AZ), Colorado Springs (CO), Charlotte (NC), Tampa (FL), and Chesapeake (VA).

What You'll Do

  • Lead USAA P&C's Data Trust & Enablement function, serving as the single accountable executive for data governance, data quality, stewardship, model governance, and data risk across the business.
  • Define and execute the P&C data trust strategy, translating Association standards into practical governance, quality, certification, and control frameworks that enable trusted data at scale.
  • Chair the P&C Data Council and serve as P&C's senior representative across enterprise data governance forums, risk committees, and information management initiatives.
  • Establish and oversee stewardship, certification, and accountability frameworks that drive ownership, quality, transparency, and regulatory compliance across all P&C data domains.
  • Own the P&C Data Quality and Trust Scorecard framework, providing executive visibility into data health, control effectiveness, remediation progress, and risk exposure.
  • Lead first-line data and analytics risk management activities, including data controls, model governance, issue management, remediation, and audit and regulatory examination support.
  • Partner closely with Business Analytics & Data Enablement leaders across Product, Pricing, Underwriting, Claims, Sales, and Marketing to embed governance, quality, and trust into data products, analytical models, and business decision-making processes.
  • Collaborate with AI, Innovation, Technology, Risk, Compliance, and Data Engineering teams to ensure advanced analytics, AI-enabled solutions, and emerging data capabilities operate on a foundation of trusted, governed, and compliant data.
  • Drive adoption of governance tooling, metadata management, lineage, stewardship workflows, and PDLC/DDLC automation capabilities to improve consistency, scalability, and operational efficiency.
  • Build and develop a high-performing team while fostering a culture of accountability, continuous improvement, and data ownership across the P&C organization.

Additional General Tasks

  • Accountable for strategic, tactical, operational, and financial responsibilities associated with Function and Line of Business data storage, data preparation, data exploration, information governance, analytics, and information delivery.
  • Accountable for defining and developing business data & analytics strategy to enable achievement of business goals and objectives.
  • Collaborate with company and staff agency data and analytics leaders to identify and deliver actionable insights and products to further USAA's business strategy.
  • Provide data & analytics products using Agile methodologies to enable fact based, enterprise decisions that drive the achievement of USAA's mission and goals
  • May be assigned by the Chief Data & Analytics Officer, to chair high-level cross-business teams to identify strategy synergies and translating these insights into actionable, compliant deployments.
  • Provide strategic direction and thought leadership to the Data and Analytics Community across USAA.
  • Keep current of industry leading practices and advances in across all data & analytics sub-functions as well as the business associated with the assigned Function or Line of Business.
  • Fosters analytical innovation and promote the importance of data literacy through sharing of analytics knowledge and best practices.
  • Responsible for educating, overseeing and monitoring Function or Line of Business adherence with Information Governance policy and standards.
  • Build and oversee a team of employees for assigned functional area through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities.
  • Ensure risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

What You Have

  • Bachelor's degree in a quantitative, analytical, business, technology, or related discipline; advanced degree preferred.
  • 10+ years of progressive leadership experience in data governance, data quality, data management, data risk, model risk, internal audit, enterprise risk, or related disciplines within a Personal Lines Property & Casualty insurer or similarly regulated environment.
  • Proven experience leading enterprise-scale data governance, data quality, control, or remediation programs, including measurable improvements in data quality, audit outcomes, regulatory readiness, and risk management effectiveness.
  • Deep understanding of how data is produced, transformed, consumed, and governed across the Property & Casualty value chain, including areas such as underwriting, pricing, claims, reserving, product management, financial reporting, and regulatory compliance.
  • Demonstrated success establishing accountability for data ownership, stewardship, controls, and quality within large, highly matrixed organizations.
  • Experience partnering with business leaders, risk and compliance organizations, technology teams, auditors, and regulators to address complex data governance, quality, and risk challenges.
  • Strong understanding of first-line risk management, control frameworks, issue management, remediation, and model governance principles.
  • Executive presence and influencing skills, with the ability to build alignment across diverse stakeholders and drive organizational change without direct authority.
  • Experience building, leading, and developing high-performing teams while fostering a culture of accountability, continuous improvement, and operational excellence.
  • Ability to translate technical data issues into meaningful business, financial, operational, and regulatory implications, enabling leaders to make informed decisions and effectively manage risk.

What Sets You Apart

  • You have successfully led data governance, data quality, or data risk programs within a large Personal Lines P&C insurer and understand how insurance data is created, transformed, and consumed across underwriting, pricing, claims, reserving, financial reporting, and regulatory processes.
  • You have a proven track record of remediating significant data quality, governance, audit, or regulatory issues by identifying root causes, strengthening controls, and driving sustainable operational change.
  • You are a practitioner, not a theorist, with hands-on experience operationalizing governance, stewardship, certification, and accountability frameworks that measurably improve trust in business-critical data.
  • You have successfully influenced business leaders, technology teams, risk partners, and executive stakeholders within large, complex matrixed organizations to establish ownership, improve data quality, and strengthen control environments.
  • You thrive in transformation environments and have experience building or materially maturing governance, quality, and risk capabilities from the ground up while enabling analytics, AI, and business innovation to scale responsibly..

Compensation

  • The salary range for this position is $224,250 to $403,650.

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position.

 

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
