Starting Salary Range: $95,014.40 - $105,019.20 Annually
*This position is eligible for a hybrid working arrangement. Hybrid positions are expected to be present at the office location for no less than one day per work week.
The Colorado Weatherization Assistance Program (WAP), as part of CEO, helps qualified Coloradans save money, increase comfort, and better their homes and environment through proven energy conservation solutions. These solutions include LED light bulbs, high efficiency furnaces and refrigerators, building shell insulation, and rooftop solar arrays, among others.
CEO currently has an opportunity for a visionary Senior Quality Manager to join the WAP team. You will serve as a strategic leader, bridging advanced building science with organizational excellence. This role is pivotal in shaping how we deliver sustainable energy solutions to diverse communities across Colorado, turning technical compliance into a platform for continuous improvement and innovation.
The WAP network spans all 64 Colorado counties, delivering critical energy efficiency and clean energy solutions to diverse populations through a network of six subgrantee agencies. As our Senior Quality Manager, you will step into a high-impact, supervisory role overseeing a team of technical experts located around the state who serve as the definitive authority on residential building science—ensuring weatherization work meets performance standards through on-site inspections, detailed reporting, and training—while also acting as an internal and network consultant to streamline operations, drive process improvement, and ensure program delivery is transparent and visible.
In this senior-level manager capacity, you will blend advanced building science knowledge with administrative leadership and process optimization:
WAP Specific Duties and ResponsibilitiesLead a team of three State Technical & QCI Quality Management staff in completing all necessary BPI certified Quality Assurance Inspections (typically 50-75/yr) and Quality Control visits (typically 20-30/yr) across Colorado to meet all federal and state statutory and programmatic requirements
Balance team bandwidth effectively across staff to optimize operational capacity, collaborating with team members to foster innovation whenever available bandwidth permits
Drive strategic quality management through Quality Control and Assurance (QC & QA); transforming federal guidelines into accessible, actionable insights that empower our subgrantee network
Cultivate a high-performing team by providing mentorship and leadership that fosters a collaborative, inclusive environment where technical experts can thrive and innovate
Partner with other CEO WAP teams to integrate quality management operational outcomes with targeted training to drive continuous, lasting enhancements across the program
Lead the QM team in partnering with other CEO WAP teams to develop and deliver targeted, hands-on guidance to local subgrantee organizations undergoing leadership shifts or performance remediation, ensuring full alignment with state and federal guidelines, state program implementation strategies, and complementary clean energy initiatives
Champion Operational Excellence by collaborating cross-functionally with other CEO WAP teams to identify bottlenecks, modernize our workflows, and scale our program’s reach
Provide immediate support to address critical safety hazards detected during site evaluations or staff reviews, escalating severe concerns to WAP Director when subgrantee remediation or corrective action is warranted
Work with the rest of the WAP team on QM production metrics from subgrantee agencies, auditing subgrantee performance for integrity and collaborating cross-functionally to report key outcomes to program leadership, federal partners, state administrators, and legislative bodies
Influence Program Strategy by serving as a key advisor in creating WAP policy, translating real-world QM data into meaningful policy updates that increase program equity and effectiveness
Modernize Tooling by leading the integration and management of platforms like monday.com to create transparent, streamlined project tracking systems.
Participate in national and regional WAP events hosted by national associations to learn from and elevate the work of Colorado WAP
Adhere to all technical and health and safety policies and procedures in the planning and execution of activities
Maintain positive working relationships with a diverse range of stakeholders including WAP subgrantee agency staff, CEO Ops and Finance team, Federal Department of Energy partners, among others
Abide by office policies and procedures in a manner that ensures fiscal responsibility and promotes efficient, effective, and elegant government.
Use application software (i.e. word processing, spreadsheet, database, project management software, etc.) to prepare correspondence, plans, reports, schedules, and other documents
Assist other CEO departments in carrying out unit and office wide priorities.
Perform other duties as requested and required
We are looking for an experienced manager who pairs technical building science awareness with sophisticated team leadership expertise and continuous improvement approach.
Minimum Qualifications
Minimum three years of working, inspection, and/or training experience in weatherization, residential energy efficiency services, or closely related field
Minimum two years of direct supervisory experience in the last five years
Demonstrated ability to lead a team that is not co-located with virtual collaboration strategies and tools
Demonstrated experience tracking compliance, reviewing staff reporting, and processing/approving invoices
Dedicated to continuous improvement, desire to learn new skills
Demonstrated leadership and facilitation capabilities
Strong organizational skills and attention to detail
Strong interpersonal skills with a focus on developing strong relationships
Ability to independently start and finish tasks
Ability to work independently and as part of a team
Strong written, oral, and presentation communication skills
Willingness to adapt to and enhance current team culture
Proficient in the following:
Google Suite (Docs, Sheets, Slides, Drive, Gmail, Calendar, etc.) or Microsoft equivalent
