Headquartered in Houston, Texas, BWC Terminals is a premier provider of bulk liquid storage and logistics services to refiners, manufacturers, and distributors of bulk liquids in North America. The Company consists of 22 sites with over twenty million barrels of storage capacity. PURPOSE
Responsible for the purchase of materials, equipment and services needed for BWC Terminals (The Company). Procurement Specialist analyze costs, negotiate contract details, and offer strategies and solutions to help companies better manage costs on supplies and vendor services. Additional duties may include: Tracking orders and resolving issues concerning price disputes. Acts as the main contact for suppliers. Communicate and negotiates on behalf of The Company to obtain the best price and quality for all material and services.
DUTIES AND RESPONSIBILITIES
Below is a list of essential duties of this position. NOTE: Other duties may be assigned as needed.
- Delivers high quality purchasing services on a day-to-day basis according to defined procedures, respecting quantity, quality, and timing.
- Manage entire procurement life cycle from start to finish for assigned spend categories, by evaluating suppliers, handling sourcing, negotiations, issuing of purchase orders, and contract administration.
- Evaluates proposals and communicates proposals with potential suppliers and requestors.
- Ensure suppliers comply with PO or Master Service Agreement terms and conditions.
- Supports user in purchase request scope definition when needed.
- Perform rate analysis/negotiation and compliance oversight.
- Coordinate with Finance Department to ensure suppliers are paid on time.
- Maintains good working relations, acts professionally and positively represents The Company.
- Participates in relevant and mandatory training as assigned, conducts formal and informal user training on company P2P process.
- Takes the initiative to identify problems, uses judgment to find appropriate solutions and follows through on resolving issues in a timely manner.
- Supports team efforts, actively works to generate respect and enthusiasm, cooperates with others, and actively learns from other team members.
- Interacts and communicates in a professional and appropriate manner and responds to and gives feedback in a respectful and positive manner.
- Reports to work on time prepared to perform the duties of the position and willing to perform the duties as workload necessitates.

EDUCATION, TRAINING, LICENSES, MINIMUM EXPERIENCE, SKILLS, LICENSES, AND QUALIFICATIONS

- Bachelor’s degree is required in Management, Supply Chain Management, or Business Administration.
- Minimum of 5-10 years of purchasing experience preferably in industrial environment.
- Proficient in Oracle Financials Procurement Module is preferred, but similar ERP experience will be considered.
- Knowledge of accounting principles and ability to accurately apply and use financial and accounting concepts.
- Ability to read, analyze and interpret general business and professional journals, technical procedures, governmental regulations, financial reports and legal documents.
- Ability to effectively present information, communicate with, and respond to questions and complaints from co-workers and management.

- Ability to interact with others in a professional and appropriate manner and to establish and maintain effective working relationships with others.
- Proficient with computers and applicable software (Excel, Word, Oracle, Outlook, SharePoint, and Oracle Financials).

Working Conditions and Environment: While performing the duties of this position, the individual generally has good working conditions. The employee is often exposed to moderate noise from office equipment and co-workers.
Physical Requirements/Activities: While performing the duties of this position, the individual is regularly required to stand, walk, sit, carry, reach with hands and arms, use hands to finger, handle, feel, use office equipment, and communicate (talk and hear). This position involves sitting for approximately 90% of the workday. Occasionally the employee is required to kneel, bend, push, pull, lift, or twist. Occasionally the employee is required to lift or exert force of up to 10 pounds. Intermittently, the employee is required to lift or exert force of up to 25 pounds. Specific vision ability required is close vision of 20 inches or less.
