Locations: Burlington, MA or Emeryville, CA ( Working in a hybrid capacity 3 days in the office and 2 days remote) The Manager, HR Compliance leads HR compliance strategy, governance, and program execution across the U.S. and Canada. As a trusted advisor to HR and business leaders, this role oversees compliance risk management in collaboration with legal, audits, regulatory reporting, HR policy development, and employee lifecycle compliance while leading a program focused on delivering effective and sustainable compliance outcomes. Own and lead HR compliance across US and Canada, establishing governance, processes, controls, monitoring mechanisms, and reporting to ensure compliance with employment laws, labor regulations, and organization policies. Develop and execute the HR compliance strategy and roadmap, identifying priorities, emerging risks, regulatory changes, and continuous improvement opportunities across the employee lifecycle. Partner with Legal Counsel on employment compliance matters, policy interpretation, regulatory developments, and risk mitigation strategies. Establish and maintain HR compliance governance frameworks, including policies, procedures, standards, controls, escalation protocols, and accountability mechanisms to support consistent compliance practices. Lead the design, implementation, and continuous enhancement of HR policies, and employment practices, ensuring alignment with legal requirements Own end-to-end HR compliance processes and controls across the employee lifecycle, including recruitment, onboarding, employee records, background screening, leave management, accommodations, compensation programs, offboarding, and regulatory reporting. Conduct and oversee HR compliance audits, assessments, and monitoring activities, identifying compliance gaps, root causes, and corrective actions while ensuring timely remediation and sustainable process improvements. Partner with HR Centers of Excellence, Shared Services, Payroll, Benefits, Talent Acquisition, and HRIS teams to embed compliance requirements into processes, systems, and operational practices. Translate regulatory and legislative changes into actionable business requirements, assessing potential impacts, leading implementation plans, and ensuring organizational readiness and compliance. Oversee all government reporting and compliance filings, including EEO-1, VETS-4212, pay equity reporting, employment standards reporting, and other jurisdictional requirements, ensuring accuracy and timely submission. Manage HR-related investigations, agency inquiries, audits, and compliance reviews, coordinating with Legal Counsel and key stakeholders to mitigate risk and support resolution. Partners with external counsel on work visa and immigration work requests Required 6-9 years of progressive HR compliance experience Deep knowledge of federal and multi-state employment law Extensive knowledge and demonstrated experience in California employment law, with a strong understanding of state and federal employment regulations, compliance requirements, and best practices. Demonstrated ability to interpret regulations and translate into practice Experience managing government reporting and audits Strong written and verbal communication skills Bachelor's degree in HR, Business, Law, or related field PHR, SPHR, SHRM-CP, or SHRM-SCP certification Experience in a multi-state or global organization Familiarity with HRIS platforms (Workday, Success factors,SAP, ADP, etc.) Experience with Department of Transportation (DOT) compliance Experience working in a union environment
