MOS Codes: 9442 (Navy) 

Education and Experience:  Bachelor's degree or higher in Business, Public Administration, Construction Management, Engineering,  Architecture or related field  and five (5) years experience in facilities management, building trades or building maintenance including three (3) years supervisory/management responsibilities.

Licenses and Certificates:  A valid Texas Class "C" Driver's License or equivalent from another state.

Under direction, manage, plan, and coordinate the operations, maintenance and repair of Citywide facilities and street light program; coordinate assigned activities with other divisions, departments and outside agencies.

Manage, assign, prioritize, and monitor work projects and activities of City facilities and City street lights.  Involves: Formulate and implement division strategic plans and work activities to coordinate and synchronize with department directions and goals. Oversee the planning, implementation, direction and management of all functions and resources of the division to achieve the strategic objectives of the department and the City in an efficient and effective manner.  Plan, direct and inspect the work of maintenance crews (electrical, HVAC, plumbing, carpentry and painting) to City owned/leased facilities, City street lights, park infrastructure, and City parking lots. Review work products and improve work methods and procedures. Provide direction and oversight in the implementation and operation of an inventory control system. Manage operation of work order tracking system.  Manage the implementation and operation of a building and street light preventative maintenance program. Develop and implement divisional productivity improvement measures. Develop and implement policies and procedures pertaining to facility and street light operations.  Manage and administer service contracts for work to be done by contractors; review plans and specifications; identify and plan to meet future needs.  Plan, design and supervise departmental construction and renovation projects.

Develop and generate divisional budgets, goals and objectives.  Involves: Monitor budget; review and approve vouchers, purchase orders and other payments. Estimate labor and material costs; prepare specification for contract items and review federal, state, and local standards and regulations to ensure compliance; monitor operational expenditures; develop and implement divisional productivity improvement measures; prepare complex technical reports for submission to the Department Head, City officials, federal and state agencies, etc.; and perform related duties as required and assigned.

Supervise assigned staff.  Involves:  Interview applicants.  Recommend hiring, termination, discipline, and transfer.  Organize and coordinate work flow.  Assign, delegate, review, inspect and accept work completed.  Guide task performance.  Train and develop employees.  Prepare performance appraisals.  Recall employees to work in emergencies.  Schedule, assign, instruct, guide and check work.  Enforce personnel rules and regulations and work behavior standards firmly and impartially.  Counsel, motivate and maintain harmony.
