Cybersecurity Training Manager, Zero Trust

Work Location and On-Site/Telework Requirements: Hybrid. You'll work remotely and on site at NIH facilities in Bethesda and Rockville, MD, for workshops, training sessions, and stakeholder meetings, as the work requires. Work is performed on Government-furnished equipment under NIH access requirements.

Citizenship: U.S. Citizenship required

Eligibility: Ability to obtain and maintain NIH suitability and a PIV credential. An existing Tier 2 (Moderate Risk Public Trust) or higher investigation, eligible for reciprocity, is preferred. No security clearance is required. English fluency, spoken and written.

 

Overview:

eTelligent Group, LLC supports the National Institutes of Health (NIH) in turning its Zero Trust Architecture (ZTA) strategy into operating practice across its Institutes and Centers (ICs). This position supports Task 8, Special Projects: a dedicated team, separate from the core program staff, that develops and delivers NIH-wide ZTA training and supports Government-directed ZTA special projects. The Training Manager leads the NIH-wide ZTA training program from start to finish. You'll manage a three-person training team and serve as the day-to-day contact with the COR for the training effort.

 

Responsibilities:

• Program management: Plan, schedule, and manage the training program against its milestones. The program includes 12 professional cohorts, 18 role-based track sessions, 24 general workforce sessions, 4 leadership briefings, 2 e-learning modules, and 6 micro-learning videos.
• Training Plan and Curriculum: Lead the training needs and audience analysis, including stakeholder interviews and a skills survey, and produce the Training Plan and Curriculum.
• Enrollment: Run IC outreach, enrollment campaigns, and scheduling across NIH's Institutes and Centers, working with IC points of contact to fill each session.
• Session logistics: Manage registration, reminders, rosters, attendance reconciliation, and certificates of completion. Deliver completion records within three business days of each session.
• Training platform: Coordinate with the NIH-designated training platform on SCORM uploads, completion tracking, and reporting.
• Evaluation and reporting: Run training evaluation (participant reaction, pre- and post-course knowledge checks, and a 90-day follow-up survey). Produce the Monthly Training Status Report, the 90-Day Training Effectiveness Report, and the Final Training Summary Report.
• Quality: Manage quality control and Government review cycles, including comment-disposition matrices, Section 508 conformance, and version control on NIH repositories.

 

Required Qualifications:

• A bachelor's degree.
• At least 7 years of project or program management experience, including at least 3 years managing training, workforce development, or cybersecurity awareness programs for federal clients.
• A track record of delivering large, multi-session training programs on schedule, with enrollment, attendance, and completion tracking.
• Experience working with learning management systems and SCORM-based e-learning.
• Strong written communication and stakeholder management skills with both technical and non-technical audiences.

 

Preferred Qualifications:

• A PMP, PgMP, or ATD Certified Professional in Talent Development (CPTD) certification.
• Experience at HHS or another federal health agency (NIH, CDC, CMS, FDA).
• Familiarity with Zero Trust concepts (NIST SP 800-207, the CISA Zero Trust Maturity Model) and federal cybersecurity training requirements.
• Knowledge of Section 508 accessibility requirements.
• CompTIA Security+ or a similar foundational security certification.
