Description of Work

The Materials and Tests Unit (M&T) is responsible for establishing acceptance criteria for materials and manufactured products to be incorporated into the North Carolina highway system and ensuring that these materials and manufactured products meet these criteria and will function as intended.

This position serves as a Concrete Products Inspector for the Materials and Tests Unit. It is responsible for sampling, testing, and inspecting prestressed, precast, and other concrete products. This position provides technical oversight and administrative support to CEI personnel. The Precast Engineering Specialist visits production and project sites to inspect concrete products visually and dimensionally and to ensure that the materials used are prepared in compliance with prescribed standards and specifications. Duties include inspection of the forms and molds, various procedures prior and during casting, monitoring the quality and placement of the concrete, inspection of the finished product, and other required inspection duties. The Precast Engineering Specialist will be responsible for preparing and distributing detailed records of inspections including: daily diaries, reports on samples taken, and field inspection reports. Work will be on NCDOT projects and at production facilities throughout North Carolina and in neighboring states.

The selected applicant for this position must possess the following:

•Active Concrete Field Technician and PCI Level I certifications
•Considerable knowledge of HiCAMS and Vendor programs used by the Department.
•Must be able to lift 60 pounds and traverse uneven and rough terrain; make fine visual distinctions in measurements and test results.
•Must be able to safely navigate hazardous work situations at project sites while following established in-house safety procedures.

Must be able to legally operate a state vehicle.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC 13 $50,088 - $87,654

Management prefers applicants with the following:

  • Experience inspecting the material properties of concrete and steel materials used in prestressed and precast concrete product manufacturing
  • Considerable knowledge of AASHTO, ASTM, NCDOT Specifications so as to ensure compliance with established testing and inspection methods at producer facilities as well as on location at NCDOT projects
  • Demonstrated ability to communicate effectively with various internal and external customers related to inspection, sampling, testing, and certification
  • Experience using computers and various computer software including HiCAMS, QAP, and QMS programs

Minimum Education and Experience

Associate’s degree in an applicable area of engineering technology from an appropriately accredited institution and six (6) years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight (8) years of progressive technician experience; or an equivalent combination of education and experience.
