Shands Bridge Replacement Project — First Coast Expressway (SR 23)    |    Green Cove Springs / Jacksonville, FL
About the Project
Johnson Bros. Corporation (JBC), in partnership with American Bridge Company, is constructing the new Shands Bridge over the St. Johns River as part of the First Coast Expressway (SR 23) Design-Build project for the Florida Department of Transportation (FDOT). The $595 million program includes a new four-lane, 9,300-foot bridge with a bicycle/pedestrian path, replacing the existing Alvin G. Shands Bridge between Clay and St. Johns counties. Work includes significant barge-based construction in a marine environment, making this a high-visibility, technically demanding heavy civil assignment.

Position Summary
The Survey Party Chief leads a field survey crew supporting all phases of bridge and roadway construction on the Shands Bridge project, from initial control and topographic surveys through final as-built documentation. This role is responsible for the accuracy of all layout and measurement work in a marine and heavy civil construction environment, including barge-based operations over the St. Johns River.
Key Responsibilities
  • Lead and direct a field survey crew, assigning daily tasks and ensuring safe, efficient, and accurate execution of survey work.
  • Establish, maintain, and verify horizontal and vertical control points, benchmarks, and monumentation for the project.
  • Perform construction staking for roadway alignment, grading, drainage structures, and bridge substructure and superstructure elements, including barge- and marine-based layout.
  • Operate and maintain robotic total stations, GPS/GNSS receivers, data collectors, and related survey instrumentation.
  • Review construction plans, specifications, and design data to calculate and verify cut/fill, offsets, and elevations.
  • Coordinate daily with project engineers, superintendents, and foremen to sequence survey support around construction activities.
  • Maintain accurate field notes, survey records, and data files; process and QC survey data for accuracy prior to use.
  • Produce as-built survey data and documentation to support quality control and project close-out.
  • Ensure all survey operations comply with FDOT survey standards, project specifications, and JBC safety requirements.
  • Train and mentor rod persons and instrument operators within the survey crew.
Qualifications
  • Minimum 5 years of land/construction surveying experience, including at least 2 years functioning as a Party Chief.
  • Prior experience on heavy civil, bridge, or FDOT/DOT construction projects.
  • Proficiency with robotic total stations, GPS/GNSS survey equipment, and electronic data collectors (e.g., Trimble, Leica).
  • Working knowledge of survey software (e.g., Trimble Business Center, Carlson, AutoCAD Civil 3D) for data processing and QC.
  • Ability to read and interpret civil, structural, and roadway construction plans.
  • Comfortable working in a marine environment, including on barges and over water, in variable weather and outdoor conditions.
  • Valid driver’s license with an acceptable driving record.
  • High school diploma or equivalent required.
Preferred Qualifications
  • FDOT CTQP or Florida survey-related certification.
  • Experience with bridge substructure and superstructure layout on a marine or waterway project.
  • OSHA 10 or OSHA 30 certification.
  • Small boat/vessel operation experience.
Physical Requirements & Work Environment
  • Regularly works outdoors on an active construction site and marine/barge environment, including uneven terrain and exposure to weather.
  • Ability to stand, walk, bend, and carry survey equipment for extended periods.
  • Ability to safely board and work from barges and marine vessels.
  • Use of required personal protective equipment (PPE) at all times on site.
