Coordinates social and educational services for City residents to maintain their health and wellness. Plans program events, prepares budgets, and applies for grants.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

 

  • Supervises, directs, trains, and evaluates assigned staff; manages assignments and
    schedules; and participates in hiring, discipline, compensation recommendations, and other
    personnel actions within delegated authority.
  • Manages and coordinates public health education and promotion programs, including
    areas in: mental and behavioral health, injury prevention (i.e. fall prevention, substance use
    disorders, heat related illnesses), lifestyle medicine, chronic disease prevention, wellness, and
    emerging public health priorities.
  • Develops, implements, and evaluates evidence-informed health education programs,
    outreach strategies, campaigns, curricula, workshops, events, and special initiatives.
  • Develops and delivers in-person and virtual presentations, trainings, and educational
    activities for employees, patients, community members, schools, healthcare organizations,
    community partners, and other internal and external audiences.
  • Conducts community outreach; promotes programs and services; and coordinates participant enrollment, referrals, resource navigation, and linkage to services, as applicable.
  • Develops culturally, linguistically, and educationally appropriate public health materials and messaging based on audience needs, health literacy, accessibility, and approved guidance.
  • Represents the Department at community locations and events and prepares, transports, sets up, operates, and removes materials, displays, equipment, and supplies used for outreach and presentations.
  • Establishes and maintains partnerships with City departments, healthcare providers,
    schools, governmental agencies, and community organizations.
  • Conducts approved surveys, needs assessments, program evaluations, pilot projects,
    public health surveillance, and applied studies to identify needs and measure program
    effectiveness.
  • Collects, analyzes, maintains, and reports program, outreach, participant, referral, survey, and performance data in compliance with applicable privacy, confidentiality, and data­ management requirements.
  • Uses data, research, community input, and evaluation findings to improve programs, establish performance measures, and prepare reports, presentations, dashboards, and recommendations.
  • Researches and analyzes grant opportunities; develops and writes grant proposals; coordinates application submissions; and supports grant planning, administration, reporting, compliance, budgeting, monitoring, and closeout.
  • Provides programmatic, administrative, outreach, and project support to the Health Education and Promotion Manager and the Public Health Department, including departmental priorities and special initiatives.
  • Performs other job-related duties consistent with the position's classification, qualifications, and the Department's mission and public health priorities, as assigned.
  • Performs related work as required.

Required Education and Experience


  • Bachelor’s degree from an accredited* college or university in Public Health, Nursing, Health Care, Nutrition, Dietitian, Psychology, Sociology, Education, Kinesiology or a related field.
  • At least one (1) year of experience in grant management or related experience.

 *Council of Higher Education Accreditation (C.H.E.A.)

Proof of TB Test/Screening will be required to be presented prior to employment.


Foreign Education:

  • Applicants who have completed education outside of the United States must submit a foreign credential evaluation completed by a professional credential evaluation agency that is a member of the National Association of Credential Evaluation Services (NACES)or the Association of International Credential Evaluators (AICE). The evaluation must verify the U.S. equivalency of the degree and identify the comparable U.S. degree level. Applicants are responsible for obtaining and submitting the required evaluation documentation.

Note: The City of Laredo is not responsible for any fees associated with obtaining a foreign credential evaluation or educational equivalency documentation.



Required Licenses or Certifications

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.


As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.


Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.


Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
