This is a Part time position requiring 16 hours per week.

The Work Unit:
This position is housed in the Chronic Disease Epidemiology and Evaluation Program (CDEEP), which is located in the Center for Health and Environmental Data (CHED). The program exists to provide surveillance, epidemiology, and evaluation support to CDPHE programs, primarily those in the Prevention Services Division. The program provides managers, policy makers, and other decision makers with population and programmatic data to help direct programs and policies to the appropriate geographies and demographics, and evaluate programs’ efficiency, effectiveness, and impact. The program is also responsible for data collection, analysis, and dissemination of population surveillance data for use in monitoring population and health trends, and in support of measuring progress towards state and local public health goals.  

What You'll Be Doing:
The purpose of this position is to provide expert-level, mission-critical strategic evaluation consultation to key projects and programs supported within the Center for Health and Environmental Data (CHED). Specifically, the position possesses technical and professional complexity needed to fulfill the research and evaluation requirements of the Cancer, Cardiovascular and Pulmonary Disease (CCPD) Program. This position will also coordinate strategic planning for CHED. This position may also support the CDEEP team during heavy work periods by implementing evaluation activities that span the evaluation project continuum. In doing so, this position will work lead two additional project managers who have taken on new duties or projects related to data collection and reporting and strategic planning.

PROJECT MANAGER I (H1K2XX)

MINIMUM QUALIFICATIONS:
To be considered for this position, you must meet one of the following options for consideration

Seven (7)  year's of professional experience in project management, program administration, public health program management, program evaluation or similar experience.
OR
Graduation from an accredited college or university with a bachelor’s degree in public health, program  evaluation/applied research, organizational psychology, project management or a field of study related to the work assignment.
AND
Three (3) year's of professional experience in project management, program administration, public health program management, program evaluation management or similar experience.
OR 
A Master's degree or Doctoral degree in public health, program evaluation/applied research, organizational psychology, project management or a field of study related to the work assignment will substitute for the required education and the required experience on a year-for-year basis.

PREFERRED AND ESSENTIAL COMPETENCIES:  In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
  • Advanced Program Evaluation & Research Methodology: Demonstrated expertise (10+ years) in designing, executing, and overseeing complex, multi-component state-level public health program evaluations using established frameworks (e.g., CDC Framework for Program Evaluation, RE-AIM, Stepwise, etc.). Proven ability to act as an evaluation liaison between state-level program staff and external evaluation partners.

  • CCPD Subject Matter Expertise: Specialized knowledge and significant applied experience (7+ years) in evaluation or evaluation oversight of chronic disease prevention and control initiatives, specifically for the Cancer, Cardiovascular and Pulmonary Disease (CCPD) grant program interventions, data and data collections, and health outcomes.

  • Strategic Planning & Organizational Alignment: Proven track record of leading high-level strategic planning initiatives for state-level public health programs, including facilitating diverse interest holders in identifying and prioritizing strategic objectives and corresponding measures and tracking systems.

  • Executive-Level Communication Skills: Exceptional communication skills with a demonstrated ability to translate complex statistical and evaluation data into clear, actionable insights, executive summaries, and strategic policy recommendations for diverse internal and external stakeholders, including executive leadership.

  • Supervisory Leadership: Extensive experience in formal direct supervision and/or oversight of epidemiologists, program evaluators, or project management staff (10+ years). Proven ability to mentor and coach staff in identifying operational efficiencies and balancing workloads across competing priorities.
