The Treasury Secondary Capital Markets Manager role offers a unique blend of hands-on portfolio acquisition leadership and strategic Treasury influence within a growing, relationship-driven bank.
In this highly visible position, you will lead the acquisition, onboarding, and management of purchased loan portfolios, including residential mortgages, HELOCs, and other asset classes, while partnering directly with senior Treasury leadership to shape investment and balance sheet strategy. Your insights and recommendations will help drive asset allocation decisions, portfolio construction, liquidity management, and overall balance sheet performance. Beyond portfolio management, you'll gain meaningful exposure to core Treasury disciplines, including investment portfolio administration, liquidity planning, asset-liability management, risk monitoring, and executive-level reporting. MAJOR DUTIES AND RESPONSIBILITIES
- Lead the execution of residential mortgage, HELOC, and other purchased loan portfolio acquisitions and sales from initial evaluation through closing and settlement.
- Coordinate all phases of loan purchase transactions among internal stakeholders, sellers, advisors, and service providers.
- Support asset pricing, valuation, and transaction economics in partnership with the Treasurer and other Corporate Treasury leaders.
- Analyze purchased asset opportunities and market conditions across asset classes, including credit quality, collateral strength, yield, concentration risk, CRA impact, liquidity, duration, valuation, and balance sheet fit; develop recommendations for asset selection, allocation, and portfolio positioning.
- Drive purchased asset portfolio strategy and construction by proactively identifying, comparing, and recommending optimal asset classes and allocations—including CRA-qualifying loans and investments—considering asset mix, duration, yield, liquidity, credit quality, concentration limits, risk-adjusted return, CRA impact, and balance sheet fit.
- Proactively monitor market conditions, interest rate trends, credit spreads, asset pricing levels, seller activity, and macroeconomic developments, translating these insights into timely, actionable recommendations on asset strategy, valuation, prepayment behavior, and portfolio positioning.
- Manage third-party due diligence firms and internal review teams; review findings, identify material risks, and coordinate remediation of exceptions before acquisition.

- Oversee sub-servicers, sellers, custodians, counterparties, and other vendors to ensure contractual performance, service standards, and third-party exposure monitoring.
- Monitor portfolio performance, credit surveillance, documentation exceptions, delinquencies, prepayments, modifications, charge-offs, and other asset quality indicators; escalate issues and coordinate corrective actions.
- Escalate emerging credit, operational, servicing, valuation, and compliance issues and coordinate appropriate corrective actions.
- Ensure compliance with applicable regulatory, reporting, audit, and examination requirements, including HMDA, CRA, fair lending, consumer lending, procedures, controls, governance routines, and portfolio administration processes.
- Prepare portfolio performance, valuation, risk, liquidity, investment, and management reporting for Treasury, senior leadership, and executive decision-making.
- Support investment portfolio administration, including trade settlement, analytics, performance reporting, documentation, and governance materials.
- Support liquidity and balance sheet management, including liquidity reporting, collateral tracking, stress testing, asset-liability analysis, and related management presentations.
- Partner with Treasury, Finance, Accounting, Risk, Legal, Operations, and Technology teams to ensure effective portfolio administration and governance.
- Contribute to broader Treasury initiatives and analyses related to balance sheet management, investment securities, liquidity planning, collateral management, interest rate risk, portfolio strategy, and strategic asset allocation.
- Develop market intelligence and transaction pipeline analysis on asset availability, pricing trends, seller activity, credit spreads, competitive dynamics, and macroeconomic factors to support new acquisition opportunities and asset class recommendations.
Qualifications
Requirements:
- 7 years Progressive experience in Corporate Treasury, secondary marketing, purchased loan portfolio management, banking, or financial services.
- 2 years Experience managing purchased loan transactions and portfolios, including residential mortgage, HELOC, consumer loan, or related asset classes.
- Experience coordinating due diligence, transaction execution, stakeholder management, and issue resolution for complex financial transactions.
- Experience analyzing portfolio performance, credit quality, valuation, market conditions, and risk characteristics, and communicating findings through reporting and presentations.
- Experience partnering with Treasury, Finance, Accounting, Risk, Legal, Compliance, Operations, Technology, and external service providers.
- Strong knowledge of residential mortgage, HELOC, and consumer lending products, including loan acquisition, due diligence, pricing, settlement, servicing, and portfolio management processes.
- Understanding of banking regulations and compliance requirements, including HMDA, CRA, fair lending, and consumer protection regulations.
- Strong analytical skills with the ability to proactively evaluate asset classes and portfolio performance, credit quality, asset valuation, and risk characteristics, and to translate that analysis into clear, well-supported recommendations.
- Strong project management, organizational, and vendor management skills with the ability to coordinate multiple stakeholders and concurrent priorities.
- Excellent communication, negotiation, and relationship management skills, including the ability to present recommendations to senior management.
- Ability to identify, assess, escalate, and resolve operational, credit, servicing, compliance, and portfolio-related issues.
- Proficiency with Microsoft Excel, loan-level data analysis, financial reporting tools, and portfolio management systems.
- Strong understanding of transaction controls, documentation standards, governance routines, data integrity practices, exception tracking, and third-party exposure monitoring for purchased asset portfolios.
Preferences:
- Bachelor’s Degree in Arts/Sciences (BA/BS) in Finance, Accounting, Economics, Business or related discipline
- Master’s degree in Arts/Sciences (MA/MS) Advanced Business or Finance related degree
- Working knowledge of balance sheet management, liquidity, investments, asset-liability management, governance controls, and related Treasury activities.
- Experience evaluating CRA-qualified loans, tax credit investments, community development opportunities, or other strategic asset acquisition initiatives.
- CFA, CTP, CPA, FRM, CMB, PMP, CRCM, MBA, or other relevant Treasury, banking, finance, risk management, mortgage banking, or project management certification.
- Knowledge of Corporate Treasury functions, including investment portfolio management, fixed income securities, asset-liability management (ALM), liquidity management, collateral management, and balance sheet optimization concepts.
- Desire to branch out into other core Treasury areas, including the Bank's investment portfolio and other alternative investments such as Bank-Owned Life Insurance (BOLI) and tax credit investments (e.g., Low-Income Housing Tax Credits (LIHTC)).
- Ability to proactively identify, compare, and recommend optimal asset classes and portfolio construction approaches, including asset mix, duration, liquidity, yield, concentration limits, credit quality, and risk-adjusted return.
- Ability to proactively synthesize market intelligence, seller activity, pricing trends, credit spreads, interest rate trends, CRA considerations, and macroeconomic factors into actionable asset class recommendations and portfolio strategy proposals.
