Description
Duties: The Buyer II assists Purchasing Manager in coordinating activities involved with procuring goods and services and administrative work associated with the procurement activities of the Purchasing Department. Prepare bid specifications and related documents for formal solicitations as required by State and City Government Code. Stay abreast of state and federal legislation that impacts procurement laws. Examine bid tabulations and make recommendations as to awarding of bid. Prepare agenda packets for Council meetings to award contracts, make one-time purchases, etc. Process goods and services contracts, including verifying insurance requirements, bonds, etc. Receive requisitions from user departments and review them for completeness and necessary information. When necessary, select sources, request and evaluate quotes, and make supplier selections. Investigate complaints, research sources of supply, confer with suppliers to obtain product or service information, and ensure requirements are met. Participate in joint meetings with internal client departments to review specifications, answer procedural questions, and interpret specifications to ensure appropriate terminology, and for compliance to established rules and regulations. Conduct research of new products, compile information from brochures, and other sources as a basis for developing accurate specifications, formulate new and revised specifications, and make recommendations to departments and Purchasing Manager. Conduct pre-bid conferences when necessary. Provide technical assistance to user departments, suppliers, and others. Assist with preparations for City Auctions. Must have and maintain, without interruption, all required licenses, certifications, clearances, and job-related qualifications. Works assigned schedule and complies with the City's timekeeping and attendance policies. Performs other duties as assigned.
Qualifications: Associates degree or higher in business or related area. Minimum of 2-3 years of work experience in public sector purchasing or related field, or a combination of education and experience. Valid Texas driver's license. PREFERRED: Certification as CPPO, CPPB, or CPM.

- From 21 to less than 26 years of service – five weeks of vacation per year.
- From 26 years of service and up – six weeks of vacation per year.
