San Bernardino County is recruiting for Supervising Revenue Recovery Officers who supervise, assign, and coordinate the work of Revenue Recovery Officers and support staff; participate in hiring and disciplinary actions; perform and train staff on a variety of collection activities that include resolving complex collection cases, complying with legal codes, securing payment agreements, appearing in court, and seizing unsecured property.

A current vacancy exists at the San Bernardino County Fire Protection DistrictThe eligible list established from this recruitment will be used to fill current and future vacancies as they occur throughout the County.

The eligible list established by this recruitment may also be used to fill vacancies in the San Bernardino County Fire Protection District. Applicants will be asked to indicate their availability and preference for referral to the different agencies in the Supplemental Questionnaire.

The San Bernardino County Fire Protection District is a separate entity from San Bernardino County, and as such, compensation and benefits for their positions are set forth in a different compensation plan. 

The salary for San Bernardino County Fire Protection District (Supervising Revenue Recovery Officer (Fire) is $29.61- $41.88 hourly (range N31)). For additional details, refer to the Fire Auxiliary Services Unit MOU and Benefits Summary.

CONDITIONS OF EMPLOYMENT

Travel: A valid California Class C Driver License may be required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

Pre-Employment Process: A successful background check, including credit, is required prior to assignment.

Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

CANDIDATES MUST MEET ONE OF THE FOLLOWING OPTION REQUIREMENTS:
 

OPTION 1
Must possess three (3) years of full-time experience collecting on a large caseload of delinquent accounts for a governmental or third-party collection agency or closely related environment. Primary duties MUST include full-time responsibility initiating and receiving collection calls; investigating financial information to determine debtor's ability to pay; applying skip tracing techniques; and recommending and expediting legal action. Qualifying experience includes collecting on one or more of the following: government debt, medical bills, credit card, unsecured/secured retail debt, OR personal loans.

OPTION 2
Must possess two (2) years of experience as a Revenue Recovery Officer II with San Bernardino County. 


SUBSTITUTION
Fifteen (15) semester (23 quarter) units of completed college coursework in business administration or closely related field may substitute for one (1) year of the required experience under option 1. (Transcripts MUST be attached if no conferred/awarded degree in related field.)

EDUCATION
(Substitution)
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. (Must be attached if applicable.) For education evaluation services, refer to Naces.
Lead or supervisory experience is highly desired.  

The ideal candidate’s background includes knowledge and understanding of the Fair Credit Reporting Act, Fair Debt Collection Practices Act, legal codes, court procedures, precedents, current laws, and governmental regulations pertaining to the collection of delinquent accounts (i.e., unsecured/secured debt, personal loans, medical bills, or government debt).

The ideal candidate will also have lead experience collecting bad debt for a government agency that includes working over 100 delinquent accounts daily, thorough knowledge of collection techniques, the ability to understand and interpret court orders and laws governing collection practices, strong written communication skills, and experience using Word and/or Excel to compose instructions, procedures, and correspondence.

The ideal candidate's background for the Auditor-Controller/Treasurer Tax Collector includes knowledge and understanding of the Fair Credit Reporting Act, Fair Debt Collections Practices Act, legal codes, court procedures, precedents, current laws, and government regulations pertaining to the collection of delinquent accounts (i.e., unsecured/secured debt, personal loans, medical bills, or government debt). The ideal candidate will be a self-assured and persuasive individual with excellent interpersonal and public contact skills, have the ability to successfully handle conflicts, multi-task, work well under pressure, have experience handling a high volume of delinquent accounts, and public sector collections experience. Experience utilizing multiple on-line skip tracing resources for the purposes of debt collection and substantial experience in determining appropriate course of action in case management is highly desired.

The ideal candidate's background for Arrowhead Regional Medical Center includes practical knowledge with health insurance billing forms, utilization review, governmental and health plan billing requirements and reimbursement methodologies. Additionally, experience with various insurance payors including Commercial, Managed Care, Worker's Compensation, Medicare, and Medi-cal is also highly desired.    

The ideal candidate's background for San Bernardino County Fire Protection District includes knowledge of ambulance billing practices, including familiarity with EMS billing workflows, patient account management, insurance verification, and regulatory requirements related to Medicare, Medi-Cal, and private insurance reimbursement. Experience applying these practices within a public agency or fire district environment is highly desirable.
