Summary of Position:

The Town of Chapel Hill is searching for a self-motivated, detail oriented, professional individual that is skilled in management and oversight of, design and construction of building improvements, infrastructure upgrades, and major maintenance projects.  To be successful in this Construction Project Manager position, it is imperative to have experience managing large, cross-functional projects and the skill and ability to work independently through ambiguous situations. This complex, multi-disciplinary, and multi-phase work requires advanced knowledge of civil, construction, and/or architectural engineering principles, practices, and procedures.   

What you can expect to be doing (Essential Functions):

  • Manages complex capital improvement projects based on Town needs and expectations; develops project schedules, coordinates bid openings, develops request for proposals, negotiates contracts, leads project meetings, oversees design consultants and general contractors; and ensures that project operations comply with contract specifications, all applicable laws, codes, policies and procedures.


  • Develops project budgets, monitors expenditures, reviews and approves payment requests, processing of change orders, reviewing and processing invoices and purchase orders, resolving discrepancies, and making budget-related recommendations to project stakeholders. Work may also involve managing state or federal project grant funding.


  • Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders.


  • Collaborates with design and other consultants, general and special trades contractors, architects, Construction Manager at Risk contractors, and other Town departments and external agencies; oversee project operations, resolves issues and mitigates project risks, negotiates contracts, and provides technical and general information to aid in the evaluation of problems and the development of alternatives for construction projects.


  • Manages the development of "Project scope" through collaboration with Engineers and Designers. Provides technical design review and feedback to designers and Engineers during the project design and engineering phase. Guides the development of drawings and specifications, as well as evaluating the bids for technical accuracy and compliance with contract requirements.


  • Performs quality assurance and project monitoring duties; inspects projects on site; creates, manages, and tracks schedules and project performance metrics; identifies and manages risk and other project issues; and communicates unresolved issues to upper management. Provides onsite supervision of project construction activities to ensure project design and specifications are being correctly implemented by the general contractor and any subcontractors.


  • Organizes and coordinates pre-construction, construction and final acceptance meetings, conducts regular on-site inspections during the various project phases, and reports on noncompliance with contract requirements. 


  • Directs and manages project communications with internal and external stakeholders.


  • Completes all other duties as assigned.

What do you need to know to do this job effectively?

The ideal candidate will have Knowledge and Experience of:

  • Principles and practices of construction management.
  • Management of municipal or public capital improvement projects.
  • Technical understanding of grading, utilities, streets, stormwater, and building construction.
  • Contract administration principles and practices.
  • Pertinent federal, state, and local laws, codes, and regulations.
  • Traditional and alternative project delivery methods.
  • Experience managing energy management or sustainability projects.
  • Familiarity with project management information software and proper records management.
  • Safety and risk management.
  • Federal grant management and administration, as well as FEMA, and HUD reporting requirements.
  • Respectful customer service principles.

The ideal candidate will have the Ability to:

  • Work independently managing multiple projects.
  • Communicate effectively orally and in writing.
  • Effectively handle multiple competing priorities and challenging deadlines. 
  • Ensure adherence to standards and quality assurance.
  • Review, research, and implement industry trends, solutions and best practices.
  • Use critical thinking and analysis to evaluate written materials, plans and specifications and make recommendations.

What education and/or experience do you need to be considered for this job? 

Education

Bachelor’s degree in construction management, engineering, building construction, architecture, design, or a directly related field such as landscape architecture along with the knowledge of and a level of competency traditionally associated with completion of specialized training in the field of work.

Experience

Minimum of five years of construction project management experience.

  • The possession of or the ability to readily obtain a valid NC Driver's Class C License. 
  • This classification has been designated as an Essential Driver and must conform to the Town’s Safe Driving and Accident Policy.
