DISTINGUISHING CHARACTERISTICS OF WORK
Recruiting and testing work performed under the general direction of the Chief Human Resources Officer, with both general and specific assignments being received. The individual in this position is responsible for the preparation and administration of all pre-employment and promotional testing, recruitment, records and other Human Resources transactions and requiring a thorough knowledge and understanding of the City’s policies, as well as the rules and regulations. Independent judgment in the selection of work methods and procedures of work not of a routine or clerical nature is necessary.

ESSENTIAL EXAMPLES OF DUTIES
The following illustrates examples of some of the essential duties and responsibilities of the Recruitment and Testing Specialist. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Chief Human Resources Officer.
• Plans and prepares personnel and civil service activities by conducting surveys and studies and making recommendations.
• Examines and/or prepares pre-employment and promotional examinations for all City job classifications; proctors and scores pre-employment and promotional examinations.
• Monitors and prepares the distribution of examination announcements, advertisements and flyers.
• Stays up to date with all Bargaining Unit policies relating to the promotional testing procedures.
• Coordinates and schedules oral, written and performance examinations.
• Examines and/or develops new jobs classification descriptions based on information provided by the Human Resources Director.
• Maintains all records pertaining to examinations, applications, job descriptions, advertisements and eligibility lists.
• Responsible for maintaining the confidentiality and integrity of testing records and information.
• Develops and maintains various personnel forms, systems, procedures and records.
• Provides information to City employees and the general public on the City’s testing and other human resources procedures.
• Designing and implementing the overall recruiting strategy.
• Sourcing and attracting candidates by using databases and social media.
• Conducting interviews and filtering candidates for open position.
• Process reimbursement memo for pre-employment medical.
• Creates recruitment flyers and advertisements.
• Attends job fairs and recruitment events.
• Performs E-Verify for all new hires.
• Prepares and distributes agenda for monthly Personnel Board meetings.
• Creates new job descriptions and performs revisions to existing job descriptions.
• Maintains communication with all Department Heads regarding recruitments needs.
• Prepares pre-employment medical paperwork for new hires.
• Prepares medical fee reimbursement memo for Finance.
• Performs other related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES
• Extensive knowledge of the City’s testing procedures.
• General knowledge of Human Resources Administration.
• General knowledge of accepted methods of recruitment, testing and selection.
• Ability to conduct effective interviews.
• Ability to express oneself effectively, orally, and in writing.
• Some knowledge of statistical and personnel research methods.
• Some knowledge of occupational requirements for a variety of typical municipal employment.
• Ability to carry out specific oral and written instructions.
• Ability to establish and maintain effective working relationships with departmental supervisors, employees and the general public.
• Knowledge of City policies and procedures, collective bargaining agreements and practices relating to recruitment and testing functions.

PHYSICAL REQUIREMENTS
The following are some of the physical requirements associated with this position. Reasonable accommodation may be made by the City to enable an individual to perform the essential duties/functions of the position.
• Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
• Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
• Work is performed indoors within a quiet to moderately noisy environment.
• Must be able to lift, carry and or push articles weighing up to 20 lbs.

MINIMUM TRAINING AND EXPERIENCE
• Bachelor’s degree in Business/Public Administration or a related field.
• Three (3) years of professional work experience in human resources in a municipal setting.
• A combination of education and experience may be considered.
