General Description:
Performs responsible program development, implementation and supervision of community center programs. Work is performed under the general supervision of the Recreation Program Manager.

Essential Duties and Tasks
- Develops, plans, organizes, implements, and evaluates a variety of community services and recreation programs, including special events and contract services.
- Establish schedules and methods for providing recreation services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
- Participate in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.
- Identify community needs and recommend appropriate programs related to area of assignment.
- Prepare periodic reports; maintain files and records.
- Conduct and supervise special events; develop contracts and hire contracted instructors.
- Participate in the preparation and administration of the recreation program budget; submit budget recommendations; monitor expenditures.
- Manages the scheduling for all part-time Recreation Center Supervisors
- Ensures quality customer service
- Makes purchasing recommendations and submits requests for supplies.
- Seeks out and administers relationships with partner agencies and groups for community center programming
- Assists in the coordinating of rental facilities.
- Assists in the development of marketing and promotional items for programs.
- Assists in the development of long-range plans for community center programming.
- Participates and assists in evaluation and creation of the Town’s master plan.
- Prepares reports and records related to the Programs Division.
- Assists with special events.
- Prepares and maintains files.
- Performs related duties as required.
Knowledge, Skills and Abilities
- Knowledge of principles, practices, and methods of programming for youth, adult and senior programs.
- Ability to effectively plan, schedule, execute and evaluate year-round programs for youth, adults and seniors.
- Ability to plan and coordinate the work of part-time employees.
- Ability to express ideas effectively and communicate effectively in written and oral presentations.
- Ability to deal tactfully and courteously with the public.
- Ability to establish and maintain effective working relationships with officials, parents, athletes, volunteers, employees, school personnel, citizens, and Town departments/staff.
- Ability to interpret and explain polices rules, and procedures to participants, parents, and officials.
- Possess proficiency in basic office software packages (MS Office).
Any combination of education and experience equivalent to graduation from a four-year college or university with a degree in recreation administration, physical education, or related field, with considerable experience in recreational and/or athletics programming.
Special Requirements
- Possession of a valid North Carolina driver's license
- CPR/First Aid/AED Certification
Physical Requirements
- Must be able to physically perform the basic life operational functions of reaching, talking, and hearing.
- Must be able to perform sedentary work exerting up to at least 50 pounds of force occasionally; and/or up a negligible amount of force frequently or constantly to lift, carry push, pull, or otherwise move objects at least 50 pounds. Most work requiring lifting is related to work at the pool.
- Must possess the visual acuity to prepare and analyze data, operate a computer terminal, do extensive reading of written material and a computer terminal.
