Job Summary
Supports the procurement of materials, supplies, and equipment in accordance with organizational and donor policies and approved procedures. Prepares and processes purchase orders, coordinates purchasing activities with relevant departments, and maintains inventory at planned levels. Monitors procurement costs, schedules, lead times, and transaction status to support timely approvals, payments, deliveries, and completion of purchasing activities. Provides day-to-day operations, procurement, travel, and logistical support under the supervision of the Finance and Operations Associate Director, helping ensure that project activities are implemented smoothly and on schedule and that supporting documentation is complete and compliant with FHI 360 and donor requirements. The assignment is based in Phnom Penh, requires provincial travel as needed, and may have supervisory responsibilities.
Accountabilities:
· Manage procurement requests, requisitions, bid specifications, quotations, approvals, purchase orders, vendor coordination, and complete supporting documentation in accordance with FHI 360, donor, and government requirements.
· Monitor procurement costs, budgets, lead times, deliveries, invoices, and receipts; resolve delays or shortages and maintain accurate procurement and inventory records.
· Coordinate import permits, duty waivers, shipment arrangements, customs clearance, and delivery to designated warehouses.
· Provide routine project operations support, including office coordination, facilities and supplies, service contracts, assets, filing systems, operational reports, trackers, and meeting or training logistics.
· Support domestic and international travel arrangements, including flights, accommodation, visas, schedules, and expense documentation.
· Perform other duties as assigned.
Applied Knowledge & Skills:
· Strong knowledge of procurement methods and procedures.
· Working knowledge of company policies and standards for procurement services.
· Excellent oral and written communication skills.
· Proficient use of Microsoft Office and other relevant computer software.
· Demonstrated analytical and problem-solving skills.
· Ability to analyze and interpret data, identify errors, prepare reports, and work independently and collaboratively.
· Strong computer and spreadsheet skills, organizational ability, and attention to detail.

· Works on complex problems requiring evaluation of identifiable factors.
· Exercises judgment within defined practices and policies when selecting methods and techniques.

Supervision Given/Received:
· Reports to the Finance and Operations Associate Director.
· May supervise junior staff
Education: **
· Bachelor’s degree or international equivalent in Administration, Management, Business Administration, or a related field.
Experience: **
· At least 5 years of relevant procurement and operational support.
· Experience working with NGOs, donor-funded projects, or government partners is an advantage.
· Articulate and professional, with the ability to communicate clearly and positively.
· Must be able to read, write, and speak fluent English.
Typical Physical Demands:
· Typical office environment.
· Ability to spend extended periods using a computer and perform repetitive keyboard work.
· Ability to sit and stand for extended periods.
· Ability to lift or move up to 5 lbs.
Technology to be Used:
· Personal computer, Microsoft Office applications, email, telephone, printer, calculator, copier, mobile phones, and other handheld devices.
Travel Requirements:
· 10%-20% Travel from Phnom Penh to provinces as required by the project activities.
The expected hiring salary range for this role is USD 17,000 - 25,000 for annual basic salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
