The Material and Chemical Management Technician assists the Water Production Group with service functions to ensure that a proper inventory of chemicals is on hand for efficient plant operation. The incumbent is responsible for performing semi-skilled functions that support plant chemical treatment processes.

The following essential job functions are typical for this classification. Incumbents may not perform all of the listed job functions and/or may be required to perform additional or different job functions from those set forth below to address business needs and changing business practices.   • Performs general to semi-skilled tasks as assigned, including but not limited to ordering and receiving chemicals as required for efficient and uninterrupted operation of treatment processes.

 

  • Assists in monitoring inventory levels to ensure adequate chemical inventories are on hand. Picks up materials / chemicals as required.

 

  • Updates inventory records and computer records.

 

  • Assists the Operation’s Department in monitoring chemical levels and order as necessary.

 

  • Manages all chemical unloading activities at chemical storage facilities throughout facility in excess of 25 trucks per week. Ensures proper chemical delivery procedures are followed, including the use of Personal Protective Equipment.

 

  • Maintains and properly process all invoice documentation for chemicals ordered or received.

 

  • Maintains 40-hour HAZWOPER certification (District provided training, includes annual 8-hour refresher course).

 

  • Wears a self-contained breathing apparatus and responds to emergency situations as required.

 

  • Manages SCBA air-tank refill program and annual Level A hazmat suit inspections.

 

  • Performs work in both non-permitted and permitted confined spaces as required.

 

  • Handles job stress.

 

  • Interacts effectively with others in the workplace.

 

  • Follows all workplace and job safety rules and policies.

 

  • Performs other duties of a similar nature or level as required, including housekeeping duties. 

 

Specific responsibilities for this position may include:


  • Works with Chief Operator and Shift Supervisors to make sure chemical levels are maintained.

 

  • Picks up and delivers chemicals as required.

 

  • Assists in operational tasks as assigned.

 

  • Maintains Personal Protection Equipment (PPE) as assigned.

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

 

Knowledge of:

  • Basic inventory and receiving principles.
  • Basic recordkeeping principles.
  • Basic maintenance principles.
  • Basic mathematical concepts.
  • Safe work practices.

 

Ability and Skills in:

  • Maintaining records and logs.
  • Operating a forklift.
  • Communication and interaction with coworkers, supervisor, vendors, delivery personnel and the general public, etc. sufficient to exchange or convey information and to receive and relay work direction.

 

EDUCATION AND EXPERIENCE GUIDELINES

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

 

Education/Training: High School Diploma or General Equivalency Degree. Forklift Certification must be obtained within 3 months of hire.

 

Experience: One to two years of related work experience in warehousing, maintenance activities, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

 

License: Valid California Class C Driver’s License required.

Physical: Positions in this class typically require climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Very Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises and travel. Required to wear personal protective clothing/equipment appropriate for job assignments including SCBA. Must comply with District’s Respiratory Protection Program and CAL OSHA Safety Regulations. Incumbents require sufficient physical ability to work in an office setting; stand or sit for prolonged periods of time; operate office equipment including use of a computer keyboard; push, pull, lift, and/or carry light amounts of weight; verbally communicate to exchange information.

 

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.

 

Hearing: Hear in the normal audio range with or without correction.

 

DISASTER SERVICE WORKERS

All Orange County Water District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.


Schedule: Monday - Friday, 7:00 am to 3:30 pm
