Description
Each Task Authorization will specify the tasks to be completed.
The Contractor’s Programmer/Software Developer(s) may be required to perform, but not limited to, the following:
- Translate provided specifications into coded deliverables.
- Develop code and follow security practices within provided tools and environment.
- Verify accuracy and completeness of programs by preparing sample data and testing at the unit level.
- Develop or enhance artifacts required for deployment.
- Work with quality assurance testing staff for both testing and resolving bugs.
- Correct program errors (bugs) by revising code.
- Develop or enhance code to deploy deliverables.
- Work with software architects to improve specifications.
- Work on team software development tasks.
- Estimate time to complete required tasks and maintain percentage completed.
- Present tasks, ongoing work and outputs.
- Document code, test instructions, diagrams and deployment instructions for later modification or reference
- Submit timesheets that identify time allocated to each project or initiative
- Attend designated meetings
- Submit reports / status reports which may include:
- Tasks and activities completed in the last reporting period
- Planned activities to be completed in the next reporting period
- status and flow of work activities/deliverables
- Potential Issues/Outstanding issues
- Project reports
- Briefings

M1 |
The Bidder must demonstrate that the proposed resource meets the TBIPS requirement of a minimum of 60 months of experience for level 2 A.6 Programmer/Software Developer performing the tasks below.
· Develop and prepare diagrammatic plans for solution of business, scientific and technical problems by means of computer systems of significant size and complexity · Analyze the problems outlined by the systems analysts/designers in terms of such factors as style and extent of information to be transferred to and from storage units, variety of items to be processed, extent of sorting, and format of final printed results · Select and incorporate available software programs · Design detailed programs, flow charts, and diagrams indicating mathematical computation and sequence of machine operations necessary to copy and process data and print the results · Translate detailed flow charts into coded machine instructions and confer with technical personnel in planning programs · Verify accuracy and completeness of programs by preparing sample data, and testing them by means of system acceptance test runs made by operating personnel · Correct program errors by revising instructions or altering the sequence of operations · Test instructions, and assemble specifications, flow charts, diagrams, layouts, programming and operating instructions to document applications for later modification or reference |

M2 |
The Bidder must demonstrate that the proposed resource has at least 60 months, in the last 120 months at the time of solicitation closing, of hands-on software development and coding experience using C#.
Note: For all projects, only the time during the project where the proposed resource actively performed hands-on software development and coding activities will be counted toward the required minimum months of experience. The actual time spent, in months, performing software development and coding activities must be provided. |

M3 |
The Bidder must demonstrate that the proposed resource has at least 60 months of experience in the last 120 months, at the time of solicitation closing, in one or in a combination of the following: I. Commercial software product development II. Cloud software application development for business use based on commercial cloud PaaS III. Core business operations application development.
Note: for III., the following applies:
o Custom of the Shelf (COTS) experience does not qualify. o Single individual developed applications does not qualify. o Applications developed in less than 6 months does not qualify. |

M4 |
The Bidder must demonstrate that the proposed resource has at least 24 months of hands-on microservices development experience in the last 60 months, at the time of solicitation closing, as the primary or intermediate developer.
Note: For all projects, only the time during the project where the proposed resource actively performed hands-on microservices development activities will be counted toward the required minimum months of experience. The actual time spent, in months, performing microservices development activities must be provided. |

The Bidder must demonstrate that the proposed resource has at least 60 months of experience, in the last 120 months, at the time of solicitation closing, implementing software solutions using established design patterns and contract-first development practices, where formal specifications (e.g., API contracts, interface definitions, and schemas) drive design, development, testing, and integration.
Note: Development experience using business requirements will not be accepted. |

M6 |
The Bidder must demonstrate that the proposed resource has at least 12 months* hands-on development experience in the last 72 months, at the time of solicitation closing, with one or more of the following:
* Combined experience will be accepted (e.g.: 6 months on Azure Service Bus, 6 months on Azure Cosmos)
Note: For all projects, only the time during the project where the proposed resource actively performed hands-on development activities will be counted toward the required minimum months of experience. The actual time spent performing development activities must be provided. |
