Description

About Bitfocus

At Bitfocus, our mission is simple but ambitious: help end homelessness. We build and support Clarity Human Services, the technology that powers communities across the country in connecting people experiencing homelessness with the resources they need.

We lead with care, innovate with insider knowledge, and believe deeply in the power of community. We know strong candidates don't always look the same on paper, so if you're excited about this role, we'd love to hear from you. People with lived experience of homelessness are strongly encouraged to apply.

About the role

As the HMIS Program Manager for Nevada, you'll be the day-to-day face of Bitfocus for three Continuums of Care (Las Vegas/Clark County, Reno/Sparks/Washoe County, and the Nevada Balance of State) and the leader of the team that keeps their HMIS running well. You'll balance people leadership with hands-on work in Clarity Human Services and Looker, and you'll have room to grow as the portfolio expands to new communities and as you move along our management career track. This is a hybrid role: you'll work remotely and must be based in Nevada, with statewide travel and in-person meetings as often as monthly.

About the Community Administration team

Our Community Administration team delivers HMIS administration services for the communities we serve, partnering with each Continuum of Care and its HMIS Lead on the day-to-day work of keeping data, users, and processes healthy. Our focus areas include:

  • HMIS configuration and end user support

  • Reporting and dashboards in Looker

  • Training for end users, agency staff, and CoC leadership

  • HMIS policy, data sharing, and privacy and security practices

  • Contract, scope, and invoicing management

  • Customer relationships and governance

What you'll do

  • Be the trusted partner for three CoCs. You'll serve as the primary Bitfocus contact for CoC and HMIS Lead leadership, attend governance and leadership meetings (in person where needed), and build relationships with community partners and policymakers across urban and rural Nevada.

  • Shape scope and contracts. You'll define with each customer which functions Bitfocus delivers and which they keep, revisit that boundary regularly, and manage contracts, renewals, and pay points so commitments are met.

  • Keep delivery on track. You'll make sure contracted deliverables land on schedule across all three CoCs and reconcile invoicing with finance and accounting.

  • Lead and grow your team. You'll recruit, train, mentor, and evaluate your direct reports, give clear and documented feedback (including when performance needs to improve), and coach team members who manage employees and contractors of their own.

  • Plan for coverage. You'll set priorities and balance workload so requests, escalations, and project work keep moving through leave, busy periods, and staffing changes, resizing capacity with contract or temporary staff as scope changes.

  • Stay hands-on. You'll configure Clarity Human Services, support users and agencies, build reports and dashboards in Looker, and develop and deliver training alongside your management work.

  • Use judgment and spot risk early. You'll be the escalation point for issues that need a leadership decision, identify risks before they become problems, and document root causes so we improve how we work.

  • Work across Bitfocus. You'll partner with Help Desk, Data Services, Product, and Professional Services, and oversee implementation of HMIS policies, data sharing agreements, and privacy and security requirements for each HMIS Lead.

You'll know you're succeeding when...

  • Leaders in each of the three CoCs tell you in regular check-ins that commitments are on track and that issues are raised early.

  • Each customer and Bitfocus have a current, documented agreement on which services each delivers, reviewed on a set schedule.

  • Your deliverables and your team's are completed on time for all three CoCs, and invoices reconcile to contract terms without rework.

  • Open positions are filled, and new and transferred team members reach independent productivity within the planned ramp period.

  • Escalations are resolved within agreed timeframes, and root causes are documented.

  • Your direct reports have current goals and regular, direct feedback, and your team meets its annual work plan, with a plan ready if a CoC outside Nevada joins the portfolio.

What you bring

  • Experience leading people. You've led a team for 5+ years, supervised staff at more than one level, and given direct performance feedback, including managing underperformance.

  • A background in homelessness response or human services. Ideally 6+ years of experience. A bachelor's degree in social work, planning, public policy, government, or a related field is welcome, and equivalent professional experience counts just as much.

  • Strong relationship skills. You've built working relationships with civic leaders, social service agency staff, and community stakeholders.

  • A project delivery mindset. You've managed projects from conception to completion while meeting contractual obligations.

  • Clear communication. You can negotiate in politically sensitive situations and explain technical and policy concepts to non-technical audiences, in writing and in presentations.

  • Sound judgment under pressure. You make timely decisions, resolve escalations with logical analysis, and learn new software quickly.

Nice to have

  • Experience managing a portfolio of multiple Continuums of Care or other multi-customer engagements.

  • Experience managing a blended team of employees and contractors, including remote staff.

  • Experience with Clarity Human Services and Looker.

  • Experience leading organizational change, including adoption of new processes or technology.

  • Experience developing or leading large-scale training.

  • Knowledge of HUD data and reporting requirements and have performed hands-on HMIS administration.

  • Familiarity with Nevada's Continuums of Care, local governance structures, and the differences between urban and rural service delivery.

  • Based in or near Clark County, Nevada.

The targeted compensation range for this role is $95,000 – $118,000, which includes variable compensation (bonus) eligibility.

Remote work

Bitfocus is a distributed team, and this role is hybrid. We hire and promote based on skills, experience, and potential, and we work to reduce bias at every stage of our process, including through structured interviews. We're also committed to providing reasonable accommodations for candidates with disabilities throughout the hiring process.

A note on AI use during hiring

We know candidates use AI tools to help prepare applications, and that's okay — we'd just ask that what you submit and say in interviews reflects your own understanding and experience. On our end, a human is always involved in reviewing your application and making hiring decisions; AI may support parts of our process, but it doesn't replace our judgment about who you are and whether this is a good fit.

A note on your security

To protect yourself from recruitment scams: all official communication about this role will come from an @bitfocus.com email address or through our applicant tracking system, Greenhouse. Bitfocus will never ask you for payment, banking details, or sensitive personal financial information as part of our hiring process. If something feels off, reach out to us directly to confirm before responding.

A note on timing

Applications will be reviewed on a rolling basis. To ensure consideration, please apply by 11/19/2026.
