Description
Releady is partnering with a healthcare technology company that builds and runs the technology platforms for one of the largest nonprofit health plans in the United States is hiring a Program Manager to deliver regulatory mandates and government markets programs. The role sits in an enterprise Complex Programs & Mandates organization, which runs the initiatives that are too complex, too cross-platform, or too high-risk for any single platform team to own alone.
The Program Manager owns assigned mandates and government markets initiatives from intake through formal closure. The role breaks regulatory requirements into cross-platform work, keeps every workstream on track for fixed compliance dates, and runs workstreams within larger multi-year mandates led by senior team members. The team uses AI tools as a standard part of delivery, and the Program Manager is expected to use them daily.

Employment Type: Contract-to-Hire (six-month contract term)
Location: Hybrid — 2x/week onsite; San Diego, Long Beach, Sacramento, Rancho Cordova, or Oakland (SF Bay Area)
Compensation: $70 – $75/hr
Mandate & Program Delivery
- Own end-to-end delivery of assigned regulatory mandates and government markets initiatives, from intake and requirements analysis through implementation, compliance validation, and formal closure.
- Translate regulatory requirements from CMS, state agencies, and industry standards bodies into scoped, sequenced work across business, compliance, and platform teams.
- Track compliance effective dates and manage cross-team dependencies so that each mandate is delivered on time.
- Run defined workstreams within larger multi-year mandates, reporting progress and risks to the program lead.
- Coordinate with third-party vendors, including pharmacy benefit managers, when their systems are part of the implementation.
- Maintain accurate classification of assigned work, and flag when a mandate's scope or ownership changes.
Governance & Reporting
- Produce and maintain delivery artifacts, including charters, RACI matrices, rollout plans, RAID logs, action trackers, and executive weekly status reports.
- Facilitate weekly cross-platform working sessions, execution forums with business and technology leads, and executive reviews, and serve as the primary point of contact for assigned platforms.
- Coordinate with Compliance on regulatory validation and sign-off, and with Release & SCM on change management and release readiness.
- Escalate delivery impediments early with clear problem framing and a recommended path forward.
AI-Enabled Delivery
- Apply AI tools and prompt engineering, including Claude and Microsoft Copilot, to summarize regulatory requirements, draft status and risk narratives, document decisions, and prepare for meetings.
- Contribute to the team's AI delivery playbooks and promote responsible AI use within the pillar.
- 7+ years of experience in technology project or program delivery, delivery management, or a closely related discipline.
- Experience delivering regulatory, compliance, or government-program initiatives at a health plan, payer, or health technology services company.
- Demonstrated ability to manage multiple concurrent initiatives with fixed deadlines in a matrixed environment.
- Strong written and verbal communication, including preparation of executive status reports, briefings, and escalation memos.
- Active, hands-on use of AI tools such as Claude, ChatGPT, or Microsoft Copilot to improve delivery quality and documentation.
- Working knowledge of at least one delivery framework, such as Agile, SAFe, Waterfall, or a hybrid approach.
- Experience with JIRA, Smartsheet, Confluence, Azure DevOps, or similar tools.
- Knowledge of Medicare Advantage, Part D, or Medicaid operations is preferred.
- PMP, SAFe, or an equivalent delivery certification is preferred
