TERMS OF REFERENCE

Consultant to Support Implementation of the National Immunization Program Performance Monitoring Tool

BACKGROUND

The Special Program, Comprehensive Immunization (CIM) of the Pan American Health Organization/World Health Organization (PAHO/WHO) promotes and coordinates technical cooperation at the regional, subregional, and national levels to support Member States in strengthening immunization programs. CIM contributes to efforts aimed at achieving sustainable and equitable reductions in morbidity, mortality, and disease burden associated with vaccine-preventable diseases through prevention, control, elimination, and eradication strategies.

National immunization programs have made a significant contribution to reducing morbidity and mortality from vaccine-preventable diseases. Maintaining these achievements while addressing persistent gaps in vaccination coverage, surveillance, program management, and the introduction of new vaccines remains a priority for the Region.

To support countries in assessing program performance, identifying priority areas for improvement, and strengthening evidence-informed planning, CIM supports the application of the National Immunization Program Performance Monitoring Tool. The methodology allows countries to review programmatic performance, identify gaps and opportunities, and develop action plans to strengthen national immunization programs.

DESCRIPTION OF DUTIES

Under the general supervision of the CIM Executive Manager and the direct and administrative supervision of the PAHO/WHO Regional Advisor on Immunization, the consultant will provide technical support and develop the agreed products related to the implementation, monitoring, analysis, and systematization of the National Immunization Program Performance Monitoring Tool.

The consultant will be responsible for the following:

  • Provide technical support to selected Member States in the application of the PAHO methodology for monitoring national immunization program performance, based on country requests and identified needs.

This include:

a. Providing technical inputs and supporting the presentation of the methodology, tool, and related materials to national counterparts.

b. Providing technical assistance to National Coordinating Committees and other designated national teams during implementation of the methodology and interpretation of results.

c. Supporting the preparation of recommendations and national action plans based on findings generated through application of the tool.

  • Provide technical support to national counterparts and PAHO/WHO Country Offices in documenting and monitoring progress related to national action plans, including responding to technical inquiries and preparing follow-up inputs, as required.
  • Support the review, adaptation, and preparation of annexes, questionnaires, and other instruments used to collect complementary information according to country needs, as well as provide inputs for their incorporation into the methodology and availability in PAHO’s four official languages, as applicable.
  • Prepare technical inputs, analyses, summaries, and related documentation on the results of national assessments to support follow-up of action plans and contribute information for CIM and PAHO/WHO technical cooperation, advocacy, representation, and decision-making processes.
  • Compile and systematize information on experiences, perceptions, challenges, good practices, and lessons learned from implementation of the National Immunization Program Performance Monitoring Tool in participating countries, including analysis of findings and relevant programmatic considerations.
  • Provide technical inputs and documentation, as required, for CIM technical meetings and other activities related to monitoring national immunization program performance and follow-up of resulting action plans.
