Our Consulting Delivery Hub (CDH) in India is a critical part of ERM’s global consulting model enabling scalable, high-quality delivery across regions and service lines. CDH teams work in close partnership with regional consultants to support global client projects, providing specialist expertise, driving consistency, and enhancing delivery efficiency across our most important programmes.

As part of the Consulting Delivery Hub, you will collaborate with colleagues worldwide, contribute to complex sustainability projects, and play a key role in shaping the future of global consulting delivery.

Why this role matters?

As a Managing Consultant – Transport Engineer, you will lead the delivery of traffic and transport workstreams that underpin ERM's UK Capital Project Delivery (CPD) portfolio — spanning onshore and offshore renewables, transmission and distribution, diversified energy, mining and metals, and technology (data centres and subsea cable landfalls). Working within the CPD Technical Excellence pillar's Engineering sub‑team, you will partner with EIA/PM leads, planning and consents specialists, ecology, cultural heritage, LVIA, and GIS colleagues, together with client project managers, highways authorities, and abnormal load hauliers, to deliver robust, deliverable, and consentable transport solutions. This role is critical to de‑risking the transport chapters of ES/EIA submissions, unlocking construction traffic management, and growing ERM's engineering and transport capability as an integrated part of the wider CPD offer.


What your impact is?

  • Transport Assessments, Transport Statements, and Construction Traffic Management Plans are delivered on time, on budget, and to a standard that withstands scrutiny from planning authorities, PINS, Reporters, and third‑party reviewers.

  • Abnormal Load Route Assessments and swept‑path analyses successfully unlock delivery of turbines, transformers, electrolysers, and other AILs — protecting programme certainty on critical path.

  • Site access, internal haul roads, junction designs, and visibility splays are optimised to balance engineering feasibility, environmental constraints, and stakeholder acceptability across renewables, T&D, and diversified energy projects.

  • Cross‑discipline integration with ecology, cultural heritage, LVIA, noise, GIS, and planning colleagues is proactive and consistent, so that transport inputs land cleanly into EIA/ES chapters and DCO/s.36/TCPA submissions.

What will you bring?

  • A degree (BEng/MEng) in Civil, Transport, or Highway Engineering, or a related discipline; Chartered status (CEng MICE / MCIHT) or working toward it.

  • Demonstrable experience (typically 5–8+ years) delivering Transport Assessments, Transport Statements, and Construction Traffic Management Plans on UK infrastructure, renewables, energy, or major development projects.

  • Proven ability to lead Abnormal Load Route Assessments for large components (e.g., wind turbine blades, towers, nacelles, transformers) — including swept‑path analysis, structural clearance, and liaison with police escorts, hauliers, and highways authorities.

  • Working knowledge of site design and layout, internal road design, junction design, and visibility splay analysis to appropriate UK standards (DMRB, Manual for Streets, Design Manual for Roads and Bridges).

  • Confident user of AutoCAD/Civil 3D and swept‑path software (e.g., AutoTrack, Vehicle Tracking); working knowledge of GIS platforms (ArcGIS/QGIS) to interpret constraints and access routing.

  • Strong report‑writing skills for EIA/ES chapters, DCO submissions, and Examination responses; comfortable presenting to clients, planning officers, and public inquiries.

  • Commercial awareness of consultancy delivery — utilisation, chargeability, and cost control on multi‑disciplinary EIA workstreams.

Preferred skills & competencies

  • Experience on Nationally Significant Infrastructure Projects (NSIPs) delivered under the Planning Act 2008 (DCO), and/or Scottish s.36 and TCPA regimes.

  • Prior experience delivering transport chapters for onshore/offshore wind, solar, BESS, cable corridors, T&D overhead lines, hydrogen, Carbon Capture, Utilisation and Storage, or data centre projects.

  • Exposure to peat impact assessments, indicative EIA layouts, and project description support alongside transport work — reflecting the Engineering sub‑team's integrated offer.

  • Exposure to global delivery or shared service environments, working alongside offshore/CDH delivery teams.

Key responsibilities

  • Act as technical lead for transport workstreams on assigned UK CPD projects — owning technical scope, methodology selection, assumptions, and quality assurance across Transport Assessments, Transport Statements, CTMPs, and Abnormal Load Route Assessments.

  • Provide independent technical review on transport deliverables.

  • Lead the technical delivery of swept‑path analyses, ALV/HGV movement forecasting, junction and visibility splay designs, and construction access strategies — including turbine delivery scenarios such as 11 ALV deliveries per turbine and associated escort/HGV movements.

  • Author the transport and access chapters of Environmental Statements, DCO/s.36 submissions, and planning applications;

  • Provide senior technical input into feasibility, routing, and consenting decisions — flagging transport constraints, pinch points, and mitigation options early to shape optioneering and go/no‑go conversations.

  • Own the continuous improvement of transport methodology, templates, and standards across CPD — including AI/automation pilots, templating, and CDH (GIS/PMO) uptake to lift consistency and efficiency.

  • Adhere to ERM's Health & Safety, ethics and quality management systems in all project work.
