Job Summary

Reporting to the Manager, Scheduling Operations, the Manager, Shift Scheduling leads a team of Shift Scheduling Specialists responsible for delivering workforce scheduling services across multiple Flight Information Regions (FIRs). This role oversees Tactical Scheduling, ensuring operational staffing plans are maintained, and optimized to support safe and efficient operations while balancing operational requirements, employee well-being, collective agreement obligations, and fatigue management principles. The incumbent plays a key role in driving consistency, quality, and continuous improvement in scheduling practices while providing leadership, coaching, and expertise to a highly specialized team.

This is a collaborative and influential role that partners closely with operational leaders, Human Resources, Labour Relations, and other stakeholders to address complex workforce planning challenges and support operational excellence. As a scheduling subject matter expert, the Manager provides strategic advice, leverages data and analysis to identify trends and opportunities, and leads initiatives that improve scheduling processes, systems, and outcomes. In this role you will:

  • Lead, manage, and support the tactical scheduling activities for multiple regions.
  • Co-build, develop, train, and lead a national team of Shift Scheduling Specialist.
  • Manage departmental hiring, onboarding, and training activities; oversee performance management and ensure the team operates independently while upholding national values and expectation.
  • Oversee schedule maintenance processes, ensuring the quality and accuracy of schedules post publication.
  • Monitor and analyze scheduling outcomes, including overtime usage and workforce trends, and recommend cost-effective solutions to address identified issues.
  • Collaborate constructively with management and members of the operational units to ensure effective consultation and communication throughout schedule development and implementation, while considering the impact on operational employees.
  • Act as a subject matter expert and advisor on all scheduling-related matters on a national basis, including the scheduling system, contractual obligations impacting scheduling, understanding and interpretation of various collective agreements, national and local scheduling processes, scheduling best practices, etc.
  • Ensure adherence across all FIRs and scheduling groups to scheduling, fatigue management, leave administration, extra-duty controls, policies, processes, and related procedures.
  • Lead scheduling-related initiatives and projects through all phases, from planning and development to implementation and evaluation.
  • Translate strategic organizational objectives into comprehensive workforce scheduling plans by collaborating with key business partners.
  • Liaise with Human Resources, Labour Relations, and FIR Management to ensure schedules are created using valuable and knowledgeable inputs, and that outputs and results are effectively communicated to those responsible for execution.
  • Foster a culture of continuous improvement by identifying opportunities to enhance workforce planning activities and recommending effective solutions to scheduling and workforce challenges.

What you bring:

Education:

  • A bachelor’s degree or acceptable combination of education, training, and experience.

Experience:

  • 3 or more years of experience in business planning, preferably scheduling.
  • 3 or more years of experience in people leadership.

Knowledge and Abilities:

  • Extensive knowledge of workforce scheduling principles, practices, and processes.
  • Strong understanding of operational workforce planning and scheduling within a complex, unionized, or regulated environment.
  • Extensive knowledge of collective agreements, applicable legislations, and fatigue management requirements.
  • Advanced expertise in workforce scheduling systems (e.g., ESS, Workday, or similar platforms).
  • Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.

Working Conditions:

  • This position is a hybrid position with a minimum 3 days per week on site. 
  • Occasional travel required.
