co11ab is Singapore's first biomedtech incubator located within Novena Health City. Established through a tripartite partnership between NTU, A*STAR and NHG, co11ab accelerates the translation of biomedical and healthcare innovations by connecting startups with clinicians, researchers, investors, industry partners and healthcare institutions. As a collaborative innovation hub, co11ab provides access to laboratories, makerspaces, clinical expertise, strategic partnerships and commercialisation opportunities, enabling startups to progress from concept and prototype development through clinical validation and market adoption. Reporting to the Deputy Director, the Senior Assistant Manager/Manager (Business Development & Programmes) is responsible for developing and executing co11ab's business development and ecosystem growth strategy to strengthen its position as Singapore's leading biomedical innovation hub. The role provides strategic leadership in startup attraction, partnership development, programme governance and ecosystem engagement, while driving organisational growth through high-impact collaborations, sustainable membership growth, clinical collaborations and successful delivery of strategic initiatives and grant-funded programmes. Success in this role will be measured by sustained startup pipeline growth, strategic partnership outcomes, successful programme delivery, achievement of organisational and grant KPIs, membership growth and ecosystem impact.
Key Responsibilities:
Business Development & Growth Strategy
• Develop and execute business development strategies to attract high-potential biomedical, medtech and healthtech startups from Singapore and overseas.
• Establish strategic sourcing channels with accelerators, universities, research institutes, hospitals, corporates, investors and government agencies.
• Lead startup recruitment, conversion and membership growth initiatives to strengthen occupancy and ecosystem quality.
• Analyse market trends, identify new growth opportunities and recommend initiatives to enhance co11ab's competitiveness.
• Represent co11ab at regional and international ecosystem engagements to position co11ab as a leading biomedical innovation hub.
Strategic Partnerships & Ecosystem Development
• Develop, manage and expand strategic partnerships with NTU, NHG, A*STAR, healthcare institutions, research organisations, investors, corporates and government agencies.
• Identify and drive collaborations that accelerate clinical validation, translational research, commercialisation and market access for startups.
• Build long-term stakeholder relationships and develop initiatives that strengthen co11ab's ecosystem and strategic positioning.
• Support strategic planning and ecosystem expansion initiatives together with the Deputy Director.
Programme Leadership & Governance
• Provide strategic leadership for flagship programmes, including the Singapore Healthcare Gateway Accelerator and other strategic initiatives.
• Oversee programme planning, budgets, KPIs, grant compliance, risk management, delivery timelines and quality assurance.
• Manage programme delivery partners, mentors, speakers and vendors to ensure successful execution.
• Evaluate programme performance and implement continuous improvements to maximise participant and organisational outcomes.
Community & Ecosystem Engagement
• Develop and implement an annual ecosystem engagement strategy aligned with business development objectives.
• Oversee seminars, workshops, innovation challenges, networking sessions and delegation visits to strengthen ecosystem engagement.
• Drive thought leadership initiatives and enhance co11ab's visibility across local and international innovation ecosystems.
• Foster collaboration among startups, clinicians, researchers, investors, industry partners and government agencies.
Startup Support & Strategic Reporting
• Facilitate strategic connections between startups and clinicians, researchers, investors and industry partners to support validation, commercialisation and internationalisation.
• Develop dashboards to monitor business development, partnership and programme KPIs.
• Prepare management reports, grant reports and presentations for senior management, Steering Committee and funding agencies.
• Recommend strategic improvements based on ecosystem trends, stakeholder feedback and programme performance.
Qualifications & Experience
• Bachelor's degree or higher in Business, Biomedical Sciences, Healthcare or a related discipline.
• 6-8 years of progressively responsible experience in business development, strategic partnerships, innovation ecosystem development or programme leadership, preferably within biomedical, medtech, healthtech or deep-tech sectors.
• Strong understanding of Singapore's healthcare, biomedical innovation and startup ecosystem, with regional or international ecosystem exposure.
• Demonstrated ability to lead complex cross-functional initiatives and influence senior stakeholders.
• Excellent stakeholder management, negotiation, networking, communication and presentation skills.
• Strong analytical, project management and performance reporting capabilities.
• Commercially minded, proactive, collaborative and adaptable, with strong strategic thinking and organisational leadership.
