Public Health – Seattle & King County is seeking a term-limited temporary (TLT) or Special Duty Assignment (SDA) Business and Finance Officer II (BFO II) to join its Financial Operations team a part of the Community Health Services (CHS) Division. This position performs complex accounting and financial functions to support the fiscal operations of the CHS Division. The BFO II is responsible for managing financial transactions and reconciliations, grant and contract billing, procurement card (P-card) and prepaid-cards administration, and patient-generated revenue accounting.

The position ensures fiscal compliance, accurate financial reporting, and timely processing of division-wide financial activities. Additionally, this position plays a key role in promoting financial controls and equity-centered fiscal practices.

Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last six (6) months. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

This vacancy can also be filled as a Special Duty opportunity. Special Duty Assignments are open to Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule

Typical work schedule for this position is Monday through Friday, 8:00 am to 5:00 pm. This is an exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.

Remote and Onsite Work

This position works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is at the Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

  • Manage and 27 Best Starts for Kids (BSK) contracts. This task includes monthly billings and quarterly review of subcontractor's financials to make sure that they comply with the King County Financial policy.
  • Complete contract monitoring assessments includes reviewing financial records, fiscal monitoring data, site visit data, assigning a risk level and making recommendations for entering into a contract with potential subcontractors (or not entering into a contract).
  • Review and process for payment of Medicaid Administrative Claiming (MAC) grant.
  • Audit temp staffing hours and expenditures.
  • Monthly audit of all P-card purchases. Provide guidance and training to p-card users to make sure consistency and accuracy of data entry.
  • Other duties assigned by direct supervisor, BFO III.

Minimum Qualifications: 

  • Knowledge of King County programs, funding sources, policies and requirements.
  • Knowledge of federal, state and local audit requirements for grant administration, tax collection and settlement.

Desired Qualifications: 

  • Two (2) or more years of experience with financial management including expense monitoring, billing, procurement, local government budgeting and federal grants management.
  • Knowledge of King County financial applications: Oracle, Agiloft, and BI Publisher.
