Maintenance Worker 3 - Sewer Collection System

Under the general direction of the Collections Superintendent, the Wastewater Collections Maintenance Worker III performs advanced journey-level work in the inspection, cleaning, maintenance, repair, and construction of the City’s wastewater collection system and related facilities. The position works with limited supervision, independently evaluates field conditions, identifies needed work, and estimates the time, materials, equipment, and personnel required to complete assigned tasks.
This is the highest-level classification in the Wastewater Collections Maintenance Worker series. The incumbent is assigned technically advanced duties, is expected to demonstrate proficiency in the operation of assigned vehicles and equipment, and may lead assigned crews in the field. The position participates in scheduled on-call rotation and responds to after-hours emergencies as required.Collection System Maintenance and Repair

• Perform skilled maintenance, cleaning, inspection, construction, and repair work on sanitary sewer mains, service laterals, manholes, cleanouts, lift stations, easements, outfall lines, and related collection system infrastructure.
• Clean and rod sewer mains and laterals to remove grease, roots, sediment, and other obstructions; operate vacuum and jetting equipment to remove debris from pipelines, lift stations, manholes, and related structures.
• Perform excavation, trenching, shoring, pipe installation and repair, bedding, backfilling, compaction, and site restoration in accordance with established safety requirements and City standards.
• Identify blockages, restricted flow, leaks, faulty or illegal connections, cracks, holes, offsets, infiltration and inflow sources, collapsed pipe, and other defects that may affect system operation.
• Assist with wastewater spill and sanitary sewer overflow response, including containment, recovery, cleanup, disinfection, documentation, and restoration activities as directed.

Lift Station and Equipment Operations

• Inspect sewage lift stations on a scheduled basis; read and record meters, gauges, levels, alarms, and equipment conditions.
• Assist with servicing, troubleshooting, and repair of pumps, motors, valves, piping, controls, and related mechanical and electrical equipment, including pulling, cleaning, and de-ragging pumps.
• Operate specialized vehicles and light, medium, and heavy equipment used in collection system maintenance and repair, including vacuum/jetting units, closed-circuit television equipment, excavation equipment, trailers, and other assigned machinery.
• Operate jackhammers, saws, pumps, generators, hand tools, power tools, and other maintenance equipment safely and effectively.
• Perform routine inspections and operator-level preventive maintenance; report equipment defects and coordinate needed repairs with supervisory staff.

Inspection, Documentation, and Technology

• Operate closed-circuit television equipment to inspect sewer mains and service laterals and document observed conditions.
• Use GPS units, mobile devices, work-order systems, and geographic information system (GIS) applications to document field activities, asset locations, maintenance history, inspection results, and corrective work.
• Maintain complete and accurate records of inspections, equipment use, materials, maintenance activities, repairs, service requests, and work completed.
• Advise supervisors of identified problems, recommended corrective work, and the approximate labor, equipment, and materials needed to complete assignments.

Crew Leadership, Safety, and Public Service

• Lead the work of assigned crews when directed; organize field activities, explain assignments, monitor work quality, and promote compliance with City procedures and safety practices.
• Assist with training employees in equipment operation, work methods, policies, procedures, and standards applicable to collection system maintenance.
• Establish and maintain traffic-control zones using signs, cones, barricades, and other safety devices; route vehicles and pedestrians safely through or around work areas.
• Follow applicable safety procedures, including requirements for confined-space entry, excavation and trench safety, lockout/tagout, personal protective equipment, traffic control, and exposure to wastewater and hazardous conditions.
• Provide courteous customer service; respond to public questions and service concerns and notify affected customers of maintenance activities, access needs, or temporary service interruptions.
• Remove vegetation and debris from lift stations, sewer easements, grounds, and outfall areas, and maintain vehicles, equipment, shops, storage areas, and work sites in a clean, secure, and orderly condition.
• Participate in scheduled on-call rotation and respond to after-hours emergencies, equipment failures, sewer stoppages, overflows, severe weather, and other operational needs.

Perform other related duties as assigned.Minimum Qualifications:

• High school diploma or GED.
• A minimum of three years of progressively responsible experience in wastewater collection system maintenance, utility construction, underground infrastructure repair, equipment operation, or closely related work.
• An equivalent combination of education, training, and experience that demonstrates the ability to perform the essential duties of the position may be considered.

Licenses and Certifications

• Valid Tennessee driver’s license required and must be maintained as a condition of employment.
• Valid Class B Commercial Driver’s License with appropriate endorsements required at the time of appointment and must be maintained.
• Must obtain a Tennessee Grade II Wastewater Collection System Operator certification within 12 months of appointment and maintain the certification thereafter.
• Must obtain and maintain City-required safety, equipment-operation, confined-space, traffic-control, and other job-related certifications within established timeframes.

Knowledge, Skills & Abilities for Successful Job Performance:

• Methods, materials, tools, and equipment used in wastewater collection system inspection, cleaning, maintenance, construction, and repair.
• Operation and routine care of vacuum/jetting equipment, CCTV inspection systems, excavation equipment, pumps, trailers, and assigned light, medium, and heavy equipment.
• Basic principles of wastewater flow, lift station operation, pipeline defects, infiltration and inflow, blockage prevention, and sanitary sewer overflow response.
• Applicable occupational safety practices, including traffic control, confined-space entry, trenching and shoring, lockout/tagout, and use of personal protective equipment.
• Interpret work orders, maps, utility plans, specifications, equipment instructions, and written procedures.
• Use GPS, GIS, mobile technology, and computerized work-order systems to accurately document assets and completed work.
• Independently assess field conditions, establish work priorities within assigned authority, and estimate labor, materials, equipment, and time needed.
• Lead assigned crews, provide practical instruction, and maintain effective working relationships with employees, contractors, customers, and the public.
• Communicate clearly, maintain accurate records, follow oral and written instructions, and exercise sound judgment during routine work and emergencies.

Physical Demands and Work Environment     
Work is performed primarily outdoors and in field conditions and may involve exposure to wastewater, unpleasant odors, noise, dust, traffic, inclement weather, uneven terrain, confined spaces, excavations, hazardous gases, chemicals, moving equipment, and other occupational hazards. The employee must be able to perform sustained physical labor; stand, walk, climb, bend, stoop, kneel, crouch, crawl, reach, and work in confined or restricted areas; safely lift, carry, push, and pull materials and equipment consistent with the essential duties; and wear required personal protective equipment and respiratory protection.
Additional Requirements:

• Successful completion of a pre-employment physical, drug screening, and background investigation.
• Ability to work varying schedules, overtime, weekends, holidays, and after-hours call-outs as operational needs require.
