About our opportunity: 

The City of Asheville Water Resources Department, Water Production Division is seeking qualified applicants for the position of Water Plant Supervisor. The purpose of this classification is to supervise the operations and staff involved in operating and maintaining an assigned water treatment plant in compliance with applicable local, state, and federal environmental rules and regulations for the City's water utility.  This individual acts as Operator in Responsible Charge (ORC) for the state of North Carolina Water Treatment Operators Certification Board. The employee trains, schedules and supervises plant operators, mechanics and technicians.  The employee coordinates all state and federal compliance monitoring and analysis to meet all mandated regulations.  The employee is also responsible for scheduling and conducting public tours, preparing reports, developing procedures, and ordering and inspecting inventories of chemicals, supplies and parts.  Considerable judgment is applied in routine and unusual situations.  The City of Asheville operates three Water Treatment Plants, two are direct filtration and one is conventional treatment with ozone.

Must be able to maintain readiness to work on a 24 hour on call basis.The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff: plans, directs and reviews work of individuals and the team; processes employee concerns and problems and counsels as appropriate; recommends discipline, disciplinary actions, or discharge; completes employee performance appraisals and salary increases; participates in interviews and makes hiring recommendations; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; develops and oversees employee work schedules to ensure adequate coverage and control; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and updates and maintains department standard operating procedure manuals.

Assists in developing, planning, and implementing strategic plans, goals, and objectives for the division for assigned water plant and related equipment: evaluates performance and effectiveness and identifies and recommends needed changes, modifications and/or enhancements to current plant and equipment to meet division needs, to resolve problems, or to improve/enhance operations; and manages related project implementation involving personnel from other City divisions and/or vendors.

Supervises the daily operations of water plant, raw water, finished water distribution, and related systems: implements operational policies and procedure, safety rules, and regulations; and keeps employees informed of operational and policy changes and their impact on the plant and work assignments.

Ensures plant activities and operations comply with all local, state, and federal rules, regulations, standards, policies, and procedures: monitors work environment and use of safety equipment to ensure safety of employees and other individuals; initiates any actions necessary to correct deviations; prepares and submits required regulatory reports; and coordinates plant inspections with regulators, as needed.

Monitors plant systems: utilizes Supervisory Control and Data Acquisition (SCADA) system to monitor plant operations; conducts periodic inspections and tests of operations and processing and distribution equipment; ensures proper operating conditions; performs and/or supervises equipment maintenance; adjusts and calibrates equipment to ensure effective treatment of water, maintenance of plant discharge limits, and distribution of treated water; and analyzes and maintains all related logs and records.

Supervises the collection and laboratory analysis of water samples: ensures adherence to regulatory parameters; identifies concentrations of chemical, physical or biological characteristics of water; records findings; evaluates data; makes adjustments to water treatment; and writes and approves related reports as required.

Supervises facility and equipment maintenance activities: develops and implements maintenance schedules for facilities and equipment; supervises routine housekeeping and janitorial duties, painting, grounds maintenance, mowing, landscaping, and electrical and/or plumbing repairs; coordinates with outside contractors and service personnel, as needed; and reviews and maintains maintenance logs prepared by subordinate staff.

Maintains inventory of parts, equipment, and supplies: monitors inventory levels of chemicals, laboratory testing supplies, spare parts for equipment, etc.; assists with preparing and evaluating Requests for Quotes and Requests for Proposal; prepares and submits purchase requests and purchase orders; communicates and coordinates delivery with vendors; and maintains related documentation.

Evaluates plant operational capability: makes recommendations regarding capital improvements, changes in equipment, plant design, or other plant operations; prepares equipment requisitions; obtains quotes; manages plant capital improvement projects; and reviews project progress and scheduling with project engineers and/or contractors as needed.

Assists in developing budget for the division: recommends and forecasts budget allocations for plant staff, equipment, supplies, and other expenditures; monitors revenues and expenditures to ensure compliance with approved budget; and prepares and submits related financial reports.

Provides technical guidance, support, and advice regarding plant operations, systems, equipment, water quality, and facility maintenance: troubleshoots and identifies problems; determines and implements solutions and remedial actions; interprets and applies local, state, and federal rules and regulations; and provides information and answers questions.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles, trends, advances, technology, and practices relating to water treatment and plant operation; maintains certifications; and attends meetings, workshops, conferences, and training sessions as required.

Communicates with supervisor, subordinates, other City employees, contractors, vendors, engineers, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives, reviews, prepares, completes, processes, forwards or retains as appropriate various forms, reports, correspondence, regulatory records and reports, timesheets, budget and financial documentation, system and operational reports, contracts, inspection reports, laboratory results, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheet, database, Internet, e-mail, or other software; operates hand tools, lawn mower, and related maintenance tools and equipment; and operates general office or other equipment as necessary to complete essential functions.

Additional Functions: Performs other related duties as required.
Minimum Qualifications:
Associate degree in Engineering, Chemistry, Biology, or a related field required; supplemented by five years of experience in water plant operations, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid North Carolina driver’s license. Must possess and maintain the following additional certifications or licensures: North Carolina Class A Surface Water Treatment License and Physical Chemical Wastewater Treatment Plant Operator's License. Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
